EXHIBIT 1 REQUEST FOR SPECIAL TEMPORARY AUTHORITY DIRECTV Enterprises, LLC ("DIRECTV") respectfully requests a grant of special temporary authority ("STA")‘ for 60 days commencing October 31, 2017 to add new emission designators for telemetry, tracking, and control ("TT&C") at its Long Beach, California earth station (Call Sign E050255) prior to grant of its pending modification application." DIRECTV filed a modification application on October 9, 2017 to add five new emission designators for TT&C to each of the earth station‘s two 8.1 meter Ka—band antennas." The pending modification application contai.ns complete technical details regarding the proposed TT&C emission designators, which are incorporated by reference here. Grant of special temporary authority will serve the public interest by ensuring safe flight operations through the provision of TT&C services to DIRECTV satellites during their on—orbit operation. DIRECTV understands that all operations pursuant to a grant of special temporary authority will be on a non—interference basis. DIRECTV does not anticipate that addition of the TT&C ’emission designators to the earth station‘s two Ka—band antennas will cause any harmful interference or adversely affect any other authorized users. Applicant: DIRECTV Enterprises, LLC File No.: SES—STA—20171020—01189 Call Sign: E050255 Special Temporary Authority (STA) DIRECTV Enterprises, LLC is granted a special temporary authority for 60 days, beginning October 31, 2017, to operate two 8.1 meter Ka—band earth station antennas located at 33° 49" 44.4° N, 118° 12" 43.9‘° W in Long beach, California to provide telemetry, tracking, and command (TT&C) services to communicate with Spaceway—1 (S2191) satellite at 103° W.L. and Spaceway—2 (S2133) satellite at 99° W.L., using the following center frequency bands: 18300— 18800 MHz and 19700—20200 MHz (space—to—Earth) and 29250—3000 MHz (Earth—to—space), under the following conditions: 1. All operations under this grant of special temporary authority must be on an unprotected and non—harmful interference basis, i.e., DIRECTV must not cause harmful interference to, and shall not claim protection from interference caused to it by, any other lawfully operating station. 2. In the event of any harmful interference under this grant of special temporary authority, DIRECTV must cease operations immediately upon notification of such interference, and must inform the Commission, in writing, immediately of such an event. 3. DIRECTV must coordinate its TT&C operations with all other potentially affected operators and ensure that no harmful interference results. 4. The 17.8 — 20.2 GHz band is shared with U.S. Government space stations and associated earth stations in the fixed Satellite Services. Services within the United States over the satellite network of which this is a cooperating earth station are subject to coordination under US334 and operation of the earth station(s) authorized herein will be subject to any technical constraints resulting from this coordination. See 47 C.F.R. Section 2.106, Footnote US334. 5. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at DIRECTV‘s own risk. 6.
