                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY

               SES Americom, Inc. (“SES”) respectfully requests special temporary
authority (“STA”) for a period of 30 days beginning October 16, 2017, to permit SES to
test a newly constructed C-band antenna located at SES’s South Mountain teleport in
Somis, CA. Specifically, SES requests authority to conduct brief transmissions in the
conventional C-band frequencies with the AMC-7 satellite (call sign S2155) at 135° W.L.
to confirm that the antenna performs in compliance with SES’s specifications and
Commission rules.
               A full description of the antenna and the proposed operations is provided
in Attachment 1. SES is preparing a license application for the new antenna, but is
awaiting completion of the coordination report for the C-band frequencies. SES

currently operates multiple C-band antennas at the South Mountain teleport, and the
testing operations proposed will be no more interfering to, and no more susceptible to
interference from, terrestrial networks than the current C-band operations from the
South Mountain site. Accordingly, SES seeks STA to test the new antenna in the
conventional C-band frequencies pending completion of the coordination report.
               Grant of this request to test the new antenna is in the public interest.
Such testing is necessary to ensure that the antenna is operating within SES
specifications and the limits of the Commission’s rules. Ensuring proper operations is
necessary to avoid harmful interference in the future.
               The transmissions associated with the proposed antenna tests will not
cause harmful interference to the operations of any other spacecraft or terrestrial
operators. The antenna will communicate with the U.S. licensed AMC-7 spacecraft in
the conventional C-band. In addition, and in any event, SES will conduct all test
operations on a non-harmful interference basis, and will cease transmissions promptly
in the event any harmful interference is caused by such operations.
               For the foregoing reasons, SES respectfully requests special temporary
authority to communicate with AMC-7 in order to test its new antenna.
