Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 30 days of Special Temporary Authority
(“STA”)1 previously granted Intelsat to utilize a vehicle-mounted 18-inch Rantec Airborne SATCOM
terminal2 to communicate with Intelsat 29e (S2913) while the vehicle is in motion in Maryland,
Virginia, North Carolina, South Carolina, Georgia, and Florida in order to test a new product. All
testing will continue to occur on the ground and will continue to be performed in the following
frequency bands: 14.0-14.5 GHz and 11.7-12.2 GHz.

This antenna is the subject of a pending Intelsat Earth Stations Aboard Aircraft application and, as noted
therein, has previously been authorized by the Federal Communications Commission (“Commission”)
for various experimental operations.3

In support of this further extension request, Intelsat incorporates by reference, Exhibit A, a radiation
hazard analysis report submitted with its original STA request. Additionally, Intelsat will not operate
within 125 km of any TDRSS sites. In order to minimize any potential interference, operations under
this STA extension will continue to conform to the Commission’s Part 25 Vehicle-Mounted Earth
Stations rules.

Grant of this STA further extension request will allow Intelsat to continue testing a new product. This,
in turn, will help provide customer service and thereby promotes the public interest.
