Special Temporary Authority                    :

Intelsat License LLC is granted a special temporaryauthority extension from SES—STA—
20170213—00155 for 30 days, beginning October 23, 2017, to operate its 14.2 meterfixed earth
station antenna in Hagerstown, Maryland to provide launch and early orbit phase (LEOP)
services for the SES—15 satellite (licensed by Luxemburg) on the following center frequencies:
13999.0 MHz, 14001.0 MHz, 14499.0 MHz, and 14501.0 MHz (Earth—to—space), and 10700.5
MHz and 12199.5 MHz (space—to—Earth), under the following conditions:

1. Uplink (Earth—to—space) frequencies will be on 13999 MHz, 14001 MHz, 14499 MHz and
14501 MHz (V, H or LHCP) within the coordinated emission and power limits. The maximum
EIRP shall not exceed 85 dBW per NTIA manual US 356.

2. Downlink (space—to—Earth) frequencies will be on 10700.50 MHz and 12199.50 MHz (V, H or
LHCP).
3. The LEOP operations must be coordinated with all operators of satellites thatuse the same
frequency bands and are in the LEOP path. All operators ofsatellites in thatpath will be
provided with an emergency phone number where the licensee can be reached in the eventthat
harmful interference occurs. Currentlythe 24x7 contact informationfor the SES—15 satellite
LEOP missionis as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnham or
Kevin Bell.

4. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, KA258, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfullyoperating station and it shall cease transmission(s)
immediately upon notice ofsuch interference.

5. In the event of any harmful interference under this grant of special temporary authority,
Intelsat License LLC, KA258, must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an event.

6. Grant of this authorization is without prejudice to anydeterminationthat the Commission may
make regarding pending or future Intelsat License LLC applications.

7. This special temporaryauthority can onlybe used to provide launch and early orbit phase
("LEOP") services for the SES—15 satellite.

8. This action is issued pursuant to Section0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

               Dear Ms. Dortch:

               Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority
               ("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station—call sign
               KA258—to provide launch and early orbit phase ("LEOP") services for the SES—15 satellite." SES—15
               was launched on May 18, 2017." Intelsat expects the LEOP period to last approximately 200 days.*

               The SES—15 LEOP operations will continue to be performed at the following frequencies: 13999.0 MHz,
               14001.0 MHz, 14499.0 MHz, and 14501.0 MHz (V, H, or LHCP) in the uplink; and 10700.5 MHz and

               12199.5 MHz (V, H, or LHCP) in the downlink. The LEOP operations will continue to be coordinated
               with all operators of satellites that use the same frequency bands and are in the LEOP path." All
               operators of satellites in that path will be provided with an emergency phone number where the licensee

               electronically via the International Bureau‘s Filing System ("IBFS").

In further support of this extension request, Intelsat incorporates by reference Exhibits A and B, a 13
GHz report and a waiverrequest, submitted with its original STA request. In the extremely unlikely
event that harmful interference should occur due to transmissions to or from its earth station, Intelsat
will take all reasonable steps to eliminate the interference.

Finally, Intelsat clarifies that during the SES—15 LEOP mission, Boeing will continue to serve as the
mission manager. Boeing will build and send the commands to the Intelsat antenna, which will process
and execute the commands. Telemetry received by Intelsat will be forwarded to Boging. Intelsat will
continue to perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will
remain in control of the baseband unit, RF equipment, and antenna.

Grant of this STA extension request will allow Intelsat to continue providing help for the SES—15 launch
mission. This, in turn, will help provide additional capacity from the 129° W.L. orbital location and
thereby promotes the public interest.
