Intelsat License LLC ("Intelsat") is granted special temporary authority (STA) for
30 days, beginning October 2, 2017, to operaite its Paumalu, Hawaii earth station with Intelsat
1R (§2368) satellite to provide telemetry, tracking, and control ("TT&C") communications on
center frequencies 14.4985 GHz (Earth—to—space) and 11.696 GHz, 1.697 GHz (space—to—Earth)
during Intelsat 1R‘s drift from 169.2° E.L. to 157.1° E.L. orbital location subject to the following
conditions:

1. Grant of this STA is without prejudice to any determination that the Commission
may make regarding pending or future Intelsat applications.

2. All operations under this grant of STA shall be on an unprotected and noninterference
basis and Intelsat is obliged to comply with the applicable laws, regulations, rules, and licensing
procedures of that country.

3. Intelsat will maintain full operational control with Intelsat 1R (52368) at all times.

4. Intelsat will maintain Intelsat 1R (§2368) with an east—west longitudinal
station—keeping tolerance of +/—0.05 degree.

5. In the event of any harmful interference as a result of operations under this grant
of STA, Intelsat shall cease operations immediately upon notification of such
interference and shall immediately inform the Commission, in writing, of such an
event.

6. Intelsat must operate only the TT&C frequencies authorized for Intelsat 1R during the drift
from the 169.2° E.L. to the 157.1° E.L. orbital location.

7. Any action taken or expense incurred as a result of operations pursuant to this
STA is solely at Intelsat.

8. During drift operations, all transponders other than TT&C transponders will be
turned off.

9. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat applications.

10. All operations must be within the relevant requested operational parameters in IBFS File No. SAT—
STA—20170626—00100.


This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective upon release.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests 30 days, beginning October 2, 2017, of Special
Temporary Authority ("STA")‘ to use its Paumalu, Hawaii Ku—band earth station—call sign E120008—
to provide telemetry, tracking, and command ("TT&C") services for Intelsat 1R (8$2368) during its drift
from 169.2° W.L. to 157.1° E.L. and on—station at 157.1° E.L. Intelsat 1R began drifting September 22,
2017 —— utilizing a non—U.S. TT&C antenna —— and the drift will take approximately six weeks."

TT&C operations will be performed in the following frequencies: 14498.5 MHz (Earth—to—space); and                              c

11696 MHz and 11697 MHz (space—to—Earth). The drift operations will be coordinated with all
operators of satellites that use the same frequency bands and are in the drift path." All operators of
satellites in that path will be provided with an emergency phone number where the licensee can be
reached in the event that harmful interference occurs.

The proposed TT&C operations at 157.1° E.L. will be consistent with Intelsat‘s coordination agreements
for the nominal 157° E.L. orbital location. In the unlikely event that harmful interference occurs,
Intelsat will take all necessary steps to eliminate the interference.

‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").

Grant of this expedited STA request will allow Intelsat to drift the Intelsat 1R satellite to, and safely
station—keep the satellite, at its new location. This, in turn, will help Intelsat meet a potential service
demand at the 157.1° E.L. orbital location and thereby promotes the public interest.
