                                               Exhibit A

REQUEST FOR RENEWAL OF SPECIAL TEMPORARY AUTHORITY
(Response to Question 12, FCC Form)

    I. DESCRIPTION OF STA REQUEST TO TEST ONE MARITIME TERMINAL

ISAT US, Inc. (“ISAT US”) hereby requests the renewal for a thirty-day period of its
current special temporary authority (“STA”) under IBFS File No. SES-STA-20170822-00938
to operate an EM Solutions Cobra model maritime terminal (“EM Cobra”) while ISAT’s
application for modification of license remains pending under IBFS File No. SES-MOD-
20170817-00928, whose technical specifications are incorporated by reference.

The earth station is located at the Inmarsat facility in Chantilly, VA. The
operations are to test and demonstrate the use of this new maritime terminal. ISAT US is
already licensed by the Commission to operate a set of fixed and maritime earth stations in
the 19.7-20.2 GHz and 29.5-30.0 GHz bands.1 The EM Cobra will operate with the
Inmarsat Global Xpress I5F2 satellite from the 55º W.L. orbital location and the Lino
Lakes Satellite Access Station, which have both been authorized for U.S. market access.2

ISAT US will be responsible for all technical aspects of the system during the
testing and demonstration. The user terminal operations in the spectrum requested will be
closely monitored by the Inmarsat Network Operations Center (NOC) and the engineering
team associated with the demonstration. Additionally ISAT US requests to operate on a
    non-interference and non-protected basis.

Description of Operations

This STA will allow testing and demonstration of a new terminal that will facilitate
further deployment of broadband communications to Inmarsat customers. The terminal will
be operated from the Inmarsat Chantilly facility in VA for 30 days commencing on 28
August 2017. Operations will be conducted within a 1 mile radius of the following location:
Chantilly, VA Latitude = 38° 53' 32.2656" Longitude = 77° 26' 38.6232".

The ISAT US Point of Contact 24/7 during the STA is Inmarsat Network Control in
London, England at 011 44 207 728 1616.

II. RENEWAL OF THE STA WILL SERVE THE PUBLIC INTEREST

Renewal of the STA will serve the public interest, convenience and necessity
because it will enable ISAT US to continue testing and demonstration of a new terminal
using the I5F2 spacecraft, within technical parameters consistent with the parameters filed
in IBFS File No. SES-MOD-20170817-00928, without creating any risk of harmful
interference. ISAT US respectfully requests renewal of its STA for a period of 30 days.
