Special Temporary Authority

Intelsat License LLC is granted a special temporaryauthority for 30 days, under the following
conditions, beginning September 28, 2017, to operate its C—band earth station, call sign E4132, in
Fillmore, California, to provide launch and early orbit phase (LEOP) services for the AsiaSat—9
satellite at 122.1° E.L. licensed by China, using the following frequencies: 6430.00 MHz and
6432.00 MHz (RHCP or V) (Earth—to—space) and 4198.65 MHz, and 4199.65 MHz (LHCP or H)
(space—to—Earth). AsiaSat—9 satellite is expected to be launched on September 28, 2017.

1. All operations must be within the coordinated emission and powerlimits.

2. The LEOP operations must be coordinated withall operators of satellites that use the same
frequencybands and are in the LEOP path. All operators ofsatellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. Currentlythe 24x7 contact informationforthe AsiaSat—9 satellite
LEOP missionis as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnhamor
Kevin Bell.

3. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, E4132, shall not cause harmful interference to, and shall not claim protection from
interference caused to it byanyother lawfully operating station and it shall cease transmission(s)
immediately upon notice ofsuch interference.

4. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License LLC applications.

5. This special temporary authority can only be used to provide launch and early orbit phase
("LEOP")services for the AsiaSat—9 satellite.

6. This actionis issued pursuant to Section0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

     Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
 I   30 days, commencing September 28, 2017, to use its Fillmore, California C—band earth station—call

     sign E4132—to provide launch and early orbit phase (“LEOP’) services for the AsiaSat—9 satellite.

 |   AsiaSat—9 is expected to be launched on September 28, 2017. * Intelsat expects the LEOP period to last
 i   approximately 30 days.

     The AsiaSat—9 LEOP operations will be performed at the following frequencies: 6430.0 MHz and
     6432.0 MHz (RHCP or V) in the uplink; and 4198.65 MHz and 4199.65 MHz (LHCP or H) in the
     downlink. The LEOP operatlons will be coordmated with all operators of satellites that use the same
     frequency bands and are in the LEOP path All operators of satellites in that path will be provided with
     an emergency phone number where the licensee can be reached in the event that harmful interference
     occurs.

     The 24x7 contact information for the AsiaSat—9 LEOP mission is as follows:

     In further support of this request, Intelsat herewith attaches Exhibit A and B, the Prior Coordination
     Notice and a waiver request. Intelsat will provide technical information demonstrating that the
     operation of the earth station will be compatible with its electromagnetic environment and will not cause

     ‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
     electronically via the International Bureau‘s Filing System ("IBFS").

     * The permanent orbital location for AsiaSat—9, which Intelsat understands is licensed by China, will be
     at 122.1° E.L. The in—orbit testing location will be 71.0° E.L.

     3 SSL, the manager of the AsiaSat—9 LEOP mission, will handle the coordination.

harmful interference into any lawfully operating terrestrial facility prior to launch. In the extremely
unlikely event that harmful interference should occur due to transmissions to or from its earth station,
Intelsat will take all reasonable steps to eliminate the interference.

Finally, Intelsat clarifies that during the AsiaSat—9 LEOP mission, SSL will serve as the mission
manager. SSL will build and send the commands to the Intelsat antenna, which will process and execute
the commands. Telemetry received by Intelsat will be forwarded to Airbus. Intelsat will perform the
ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in control of the
baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the AsiaSat—9 satellite. This, in turn, will
help provide additional capacity from the 122.1° E.L. orbital location and thereby promotes the public
interest.
