        This urgent STA seeks to provide emergency disaster relief communications to those
        affected by Hurricane Irma. GATR requests expedited processing pursuant to FCC Public
        Notice DA 17−846.    GATR makes portable satellite antennas that are FCC licensed in Ku−
        band (Call Sign E080108) and C−band (Call Sign E090054). This STA is for use of X−band

12. Description

This urgent STA seeks to provide emergency disaster relief communications to those affected by
Hurricane Irma. GATR requests expedited processing pursuant to FCC Public Notice DA 17−846.
GATR makes portable satellite antennas that are FCC licensed in Ku−band (Call Sign E080108) and C−
band (Call Sign E090054). This STA is for use of X−band SatCom frequencies (transmit 7.9−8.4 GHz,
receive 7.25−7.75 GHz). Commercial X−band Satellite Provider XTAR has X−band bandwidth available
on XTAR−LANT to support disaster relief efforts. GATR has previously obtained an STA for X−band
(Call Sign WG2XXQ, Attachment 1) with coordination/concurrence of NTIA/AFSMO in support of a US
Government Contract. This STA is limited to Huntsville, AL, and stipulates use must be in support
of that contract. GATR seeks this new STA to provide emergency temporary communications to
Hurricane Irma relief efforts in Florida and affected areas.    With this STA GATR will send 2.4m
and 1.2m Satellite Antenna Terminals to Florida in the coming days to provide immediate
communications restoration. The 2.4m antennas will have an 80W X−band HPA, for a total EIRP of
62.9 dBW. The 1.2m antennas will have a 25W X−band HPA, for a total EIRP of 50.2 dBW. Right now
there are two plans being considered, both using XTAR−LANT bandwidth. With the first, GATR will
use TDMA Modems at the remote terminals to connect into an XTAR provided teleport in Canada. With
the second, GATR will stand up a 4.0m GATR Antenna (100W X−band HPA, total EIRP of 69 dBW) in
Huntsville, AL, and use it to provide point−to−point FDMA links with the 2.4m and 1.2m GATR remote
terminals in Florida.    GATR can provide detailed frequency use information once that is known,
as well as specific remote site location information as required.    If coordination with NTIA is
required for this STA, GATR requests guidance from the FCC on obtaining such expedited
coordination during emergency disaster relief efforts. We have so far been unable to contact
anyone at NTIA for this effort; on Monday we plan to reach out to ASMO representatives. We are
also reaching out to US Army customers for assistance with NTIA coordination.
