                  Hagerstown, Maryland Earth Station E000296

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing September 25, 2017, to use its Hagerstown, Maryland C—band earth station—call
sign E000296—to provide telemetry, tracking, and command ("TT&C") services to Intelsat 903 (call
sign $2407) at its permanent location of 31.5° W.L." Intelsat plans shortly to permanently modify its
E000296 license to support Intelsat 903 TT&C services at 31.5° W.L.

The proposed Intelsat 903 TT&C operations will be performed at the following frequencies: 6173.7
MHz and 6176.3 MHz in the uplink and 3947.5 MHz, 3948.0 MHz, 3952.0 MHz, and 3952.5 MHz in
the downlink.

In further support of this request, Intelsat herewith attaches Exhibit A, which includes technical
information that demonstrates that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any lawfully operating
terrestrial facility.

The proposed operations will be consistent with Intelsat‘s coordination agreements for the nominal
31.5° W.L. orbital location. In the unlikely event that harmfulinterference occurs, Intelsat will take all
necessary steps to eliminate the interference.

Grant of this STA request will allow Intelsat to safely station—keep the satellite at the 31.5° W.L. orbital
location and thereby promotes the public interest.
