Intelsat License, LLC, is granted a special temporaryauthority for 30days. beginning
September 18, 2017, to operate its fixed earthstationin Riverside, California, call—sign
E060384, to perform Tracking, Telemetry and Command ("TT&C"®) services for the
Amazonas—5 satellite licensed by Brazil during in—orbit ("IOT") at 58.2° W.L., during its
drift from 58.2° W.L. to its final location at 61° W.L., and at 61° W.L. until handoff,
using the following frequencies: 13999.50 MHz and 14499.50 MHz (Linear H, V, LHCP)
(Earth—to—space), and 11701 MHz and 12202.25 MHz (Linear H, V, LHCP) (space—to—
Earth) under the following conditions:

1. All operations must be within the coordinated emission and power limits.

2. During the drift to thesatellite‘s permanentorbital location 61° W.L., Intelsat License,
LLC, will coordinate with operators of co—frequencysatellites in the drift path.

3. All operators ofsatellites in that path will be provided with an emergency phone
number where the licensee can be reached in the event that harmful interference occurs.
Currently the 24x7 contact information for the Amazonas—5 satellite missionis as
follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310) 525—5591—
West Coast Operations Center(back—up). Request to speak with Harry Burnham or Kevin
Bell.

4. All operations under this grant of special temporaryauthority shall be on an
unprotected and non—harmfulinterference basis. Intelsat License LLC‘s E060384, shall
not cause harmful interference to, and shall not claim protection frominterference caused
to it by, anyother lawfully operating radio communication system.

5. In the event ofany harmfulinterference under this grant ofspecial temporary
authority, Intelsat License LLC‘s E060384, must cease operations immediately upon
notification of suchinterference and must inform the Commission, in writing,
immediatelyofsuch an event.

6. Grant ofthis authorization is without prejudice to any determinationthat the
Commission may make regarding pending or future Intelsat License LLC applications.

7. Anyaction taken or expense incurred as a result of operations pursuant to this special
temporaryauthority is solely at Intelsat License LLC‘s risk.

8. This grant is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective upon release.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing September 18, 2017, to use its Riverside, California Ku—band earth station—call
sign EO60384—to provide telemetry, tracking, and command ("TT&C") services for the Amazonas—5
satellite during in—orbit testing ("IOT") at 58.2° W.L., during its drift from 58.2° W.L. to its final
tocation at 61.0° W.L., and at 61.0° W.L. until handoff. Amazonas—5 is expected to be launched on
September 9, 2017." Intelsat expects the IOT and drift to last approximately 46 days.

The proposed operations will be performed at the following frequencies: 13999.5 MHz and 14499.5
MHz (Linear H, V, LHCP) in the uplink; and 12202.25 MHz and 11701.0 MHz (Linear H, V, RHCP) in
the downlink. The proposed operations will be coordinated with all operators of satellites that use the
same frequency bands and are in the drift path, or are potentially affected by these operations at the IOT
location." All operators of potentially affected satellites will be provided with an emergency phone
number where the licensee can be reached in the event that harmful interference occurs. In the
extremely unlikely event that harmful interference should occur due to transmissions to or from its earth
station, Intelsat will take all reasonable steps to eliminate the interference.

‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").

* Intelsat understands Amazonas—5 is licensed by Brazil.

* SSL, the manager of the Amazonas—5 LEOP mission, will handle the coordination.

report and a waiver request. In the extremely unlikely event that harmful interference should occur due
to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Grant of this STA request will allow Intelsat to help test and drift the Amazonas—5 satellite to its final
location. This, in turn, will help provide additional capacity from the 61.0° W.L. orbital location and
thereby promotes the public interest.

commencing September 18, 2017, to use its Riverside, California Ku—band earth station, call sign
EO60384, to provide telemetry, tracking, and command services for the Amazonas—5 satellite during
in—orbit testing at 58.2 W.L., during its drift from 58.2 W.L. to its final location at 61.0 W.L.,
