Special Temporary Authority

Intelsat License LLC is granted a special temporaryauthorityfor 30 days, under the following
conditions, beginning August 31, 2017, to operate its Ku—band earth station, call sign KA258, in
Hagerstown, Maryland, to provide launchand earlyorbit phase (LEOP) services for the BSAT—
4A satellite licensed by Japan, using the following frequencies: lfi()}i(} MHz and 17303.60
MHz (LHCP) (Earth—to—space) and 11702.90 MHz, and 11704.30 MHz (LHCP) (space—to—Earth).
BSAT—4A satellite expected to launch on August 31, 2017.

1. All operations must be within the coordinated emission and power limits.

2. The LEOPoperations must be coordinated with all operators ofsatellites that use the same
frequency bands andare in the LEOP path. All operators ofsatellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. Currentlythe 24x7 contact informationfor the BSAT—4A satellite
LEOP mission is as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center(back—up). Request to speak with Harry Burnham or
Kevin Bell.

3. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, KA258, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfullyoperating station andit shall cease transmission(s)
immediately upon notice ofsuchinterference.

4. Grant ofthis authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License LLC applications.

5. This special temporaryauthority can only be used to provide launch and earlyorbit phase
("LEOP") services for the BSAT—4A satellite.

6. This actionis issued pursuantto Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

                       Dear Ms. Dortch:

                       Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
                       30 days, commencing August 31, 2017, to use its Hagerstown, Maryland Ku—band earth station—call
                       sign KA258—to provide launch and early orbit phase (*LEO[”') services for the BSAT—4A satellite.
                       BSAT—4A is expected to be launched on August 31, 2017. * Intelsat expects the LEOP period to last
                       approximately 30 days.

                       The BSAT—4A LEOP operations will be performed at the following frequencies: 17303.6 MHz and
                       17300.8 MHz (LHCP) in the uplink; and 11702.9 MHz and 11704.3 MHz (LHCP) in the downlink. The
                       LEOP operations will be coordmated with all operators ofsatellites that use the same frequency bands
                       and are in the LEOP path." All operators of satellites in that path will be provided with an emergency
                       phone number where the licensee can be reached in the event that harmful interference occurs.

                       The 24x7 contact information for the BSAT—4A LEOP mission is as follows:

                       In further support of this request, Intelsat herewith attaches two waiver requests as Exhibit A and B.

                       Finally, Intelsat clarifies that during the BSAT—4A LEOP mission, SSL will serve as the mission
                       manager. SSL will build and send the commands to the Intelsat antenna, which will process and execute
                       the commands. Telemetry received by Intelsat will be forwarded to SSL. Intelsat will perform the


                       ‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
                       electronically via the International Bureau‘s Filing System ("IBFS").
                       * The in—orbit lesting location for BSAT—4A, which Intelsat understands is licensed by Japan, will be at
                        104° E.L. The final location of BSAT—4A will be at 110° E.L.
                       * SSL, the manager ofthe BSAT—4A LEOP mission, will handle the coordination.

ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in control of the
baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the BSAT—4A satellite. This, in turn, will
help provide additional capacity from the 110° E.L. orbital location and thereby promotes the public
interest.                                             |
