Skyview Satellite Networks Call Sign E170123 File Number SES—STA—20170728—00830 Skyview Satellite Networks is granted Special Temporary Authority for 60 days starting August 09, 2017, to operate its Phoenix, AZ earth station to provide DVB—S using AMC—18 (S2713) satellite at 105° orbital location to provide services in the 5925.0—5989.5 MHz, 6049.15—6182.24 MHz, and 6390.1—6425 MHz (Earth—to—space) frequency bands and in the 3700—4200 MHz (space—to—Earth) frequency band under the following conditions: 1. Operations will not exceed the operational power levels and parameters requested and coordinated. 2. Operations, shall not cause harmful interference to, and shall not claim protection from interference caused to it by any other lawfully operating station and it shall cease transmission(s) immediately upon notice of such interference and notify the FCC in writing. 3: Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other regions in which the earth station‘s power flux density levels exceed the specified guidelines. 4. Operations shall be consistent with applicable coordination agreements and satellite authorized bands. 5. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at Skyview Satellite Networks risk. The Viawest location is currently on pending application, SES—LIC—20170710—0745 —E170123. However, due to the following reasons, operation is needed before the review period is complete for the full license. e The current satellite, AMC—8, is reaching its end of life, and has had significant solar panel failures. e All other Radio Network user groups have already moved to the new satellite, AMC—18. e Because of this the satellite company is pushing for Skyview Satellite to migrate as well. Skyview is requesting an STA for 180 days or until a license grant is received. The requested start of operation date is Monday, 8/7/2017.
