Lockheed Martin Corporation is granted special temporary authority for 30-days operate its earth
station (E7541) in Carpentersville, NJ beginning July 28, 2017 to provide command functions to the
EchoStar 3 (S2741) satellite on center frequency 17301.5 MHz (Earth-to-space). Operations are
authorized under the following conditions:
      1. Operations will not exceed the operational power levels and parameters
         currently authorized in E7541 's license.

     2. All operations under this grant of STA shall be on an unprotected and non-
        harmful interference basis. Lockheed Martin Corporation shall not cause harmful
        interference to, and shall not claim protection from interference caused to it by,
        any other lawfully operating radio communication system.

     3. In the event of any harmful interference Lockheed Martin Corporation shall
        cease operations immediately upon notification of such interference, and shall
        immediately inform the Commission, in writing, of such an event.

     4. Grant of this STA is without prejudice to any determination that the Commission
        may make regarding pending or future Lockheed Martin Corporation applications.

     5. Any action taken or expense incurred as a result of operations pursuant to this
     special temporary authority is solely at Lockheed Martin Corporation's risk.

This grant is issued pursuant to Section 0.261 of the Commission's rules on
delegated authority, 47 C.F.R. § 0.26 1, and is effective upon release.

            REQUEST FOR EMERGENCY SPECIAL TEMPORARY AUTHORITY
                             (CALL SIGN E7541)


       Lockheed Martin Corporation ("Lockheed Martin") hereby requests emergency Special
Temporary Authority to permit its above-referenced fixed-satellite earth station facility in
Carpentersville, NJ, to communicate with the EchoStar 3 satellite as a point of communication in
the Ku-band outside of its currently licensed parameters.

        EchoStar has engaged Lockheed Martin to provide assistance using its earth station to
locate and transmit command signals to the EchoStar 3 satellite, which suffered an anomaly
while the satellite was completing a maneuver to relocate it to a different orbital position.
Specifically, Lockheed Martin seeks authority to communicate with EchoStar 3 on the 17301.5
MHz frequency in a vertical orientation. All other technical aspects of the requested operations
will be consistent with Lockheed Martin's permanent authority.

       Lockheed Martin sought and was issued oral Special Temporary Authority by the FCC's
Operations Center on the evening of July 27, 2017. We hereby request that the International
Bureau extend that authority by grant of the instant request for a period of 30-days to permit
continued operation of its earth station in support of this critical mission.
