          Re:          Request for Further Extension of Special Temporary Authority
                       Hagerstown, Maryland Earth Station E170081

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 60 days of Special Temporary Authority
("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station—call sign
E170081—to provide telemetry, tracking, and command ("TT&C") and communications services for
the SKY—BI1 satellite ($2922) at 43.15° W.L.* Intelsat has a pending permanent license application for
this antenna."

The SKY—B1 TT&C operations will continue to be performed using the following frequencies:

          e     13249.5 MHz and 14498 MHz in the uplink; and
          e     11443 MHz, 11447 MHz, 11443.5 MHz, and 11446.5 MHz in the downlink.

The SKY—B1 communications operations will continue to be performed using the following frequency
bands:

          e     12750—13250 MHz and 13750—14500 MHz in the uplink; and
          e     11450—11700 MHz and 11700—12200 MHz in the downlink.

In further support of this further extension request, Intelsat herewith incorporates by reference the
technical information previously provided regarding the operations of E170081.* In addition, Intelsat


‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").

will take all practical steps to protect radio astronomy services and will operate on a non—protected, non—
interference basis. In the extremely unlikely event that harmful interference should occur, Intelsat will
take all reasonable steps to eliminate the interference.

The operations with SKY—BI1 at 43.15° W.L. will be consistent with Intelsat‘s coordination agreements
for the nominal 43° W.L. In the unlikely event that harmful interference occurs, Intelsat will take all
necessary steps to eliminate the interference.

Grant of this STA further extension request will help ensure safe station—keeping of the SKY—B1 satellite
and continuity of service at the 43.15° W.L. orbital location and thereby promotes the public interest.
