Washington, D.C. 20554 Re: Request for Extension of Special Temporary Authority Hagerstown, Maryland Earth Station E000296 Dear Ms. Dortch: Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority ("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland C—band earth station—call sign E000296—to provide launch and early orbit phase ("LEOP") services for Intelsat 35¢; telemetry, tracking, and command ("TT&C") during in—orbit testing ("IOT") at 33.0° W.L; TT&C during the drift of Intelsat 35e to its final location of 34.5° W.L.; and TT&C on—station at 34.5° W.L.* Intelsat 35e was launched on July 5, 2017." The LEOP, IOT, and drift are expected to last approximately 30 days. The Intelsat 35e operations will continue to be performed using the following frequencies: 6424.5 MHz, and 5853.0 MHz in the uplink (LHCP/V); and 4197.75 MHz, 4198.25 MHz, 4198.75 MHz, and 4199.25 MHz in the downlink (LHCP/H). The Intelsat 35e operations will continue to be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path, the drift path, or are potentially affected by these operations at the IOT location.* All operators of potentially affected satellites will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. ‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter electronically via the International Bureau‘s Filing System ("IBFS"). * See Satellite Communications Services Information; Actions Taken, Report No. SES—01969, File No. SES—STA— 20170607—00630 (June 28, 2017) (Public Notice). * The permanent orbital location for Intelsat 35e will be at 34.5° W.L. The Intelsat 35e TT&C operations at 34.5° W.L. will be consistent with Intelsat‘s coordination agreements for the nominal 34.5° W.L. orbital location. In the unlikely event that harmful interference occurs, Intelsat will take all necessary steps to eliminate the interference. In further support of this request, Intelsat herewith incorporates by reference Exhibit A submitted with its original STA request, which contains technical information that demonstrates that the operation of the earth station will be compatible withits electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA extension request will allow Intelsat to help test the Intelsat 35¢ satellite. This, in turn, will help provide additional capacity to customers at the 34.5° W.L. orbital location and thereby promotes the public interest.
