Intelsat License LLC is granted a special temporaryauthorityfor 30 days, beginning June 28,
2017, to operate its C—bandearthstation, call sign KA275, in Hagerstown, Maryland, to provide
launch and carly orbit phase (LEOP) services for the HS3—IS satellite at 39.0° E.L. licensed by
Greece, using the following frequencies: 5923.50 MHz, 6173.70 MHz, and 6426.00 MHz (CP)
(Earth—to—space) and 3700.50 MHz, 3701.00 MHz. 4197.50 MHz, and 4198.00 MHz (CP)
(space—to—Earth), under the following conditions:

1. All operations must be within the coordinated emission and power limits.

2. The LEOPoperations must be coordinated with all operators ofsatellites that use the same
frequency bands and are in the LEOP path. All operators ofsatellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. Currentlythe 24x7 contact information for the HS3—IS satellite
LEOP missionis as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnham or
Kevin Bell.

3. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, KA275, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station andit shall cease transmission(s)
immediately upon notice ofsuch interference.

4. Grant ofthis authorization is without prejudice to anydetermination that the Commission may
make regarding pending or future Intelsat License LLC applications.

5. This special temporaryauthority can onlybe used to provide launch and earlyorbit phase
("LEOP") services for the HS3—IS satellite.

6. This actionis issued pursuant to Section0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing June 28, 2017, to use its Hagerstown, Maryland C—band earth station—call sign
KA275—to provide launch and early orbitphase ("LEOP") services for the HS3—IS satellite. HS3—IS is
expected to be launched on June 28, 2017 The LEOP period is expected to last approximately 30 days.

The HS3—IS LEOP operations will be performed at the following frequencies: 5923.5 MHz, 6173.7
MHz, and 6426.0 MHz in the uplink (CP), and 3700.5 MHz, 3701.0 MHz, 4197.5 MHz, and 4198.0
MHz in the downlink (CP). The LEOP operations will be coordinated with all operators of satellites that
use the same frequency bands and are in the LEOP path." All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

In further support of this request, Intelsat herewith attaches Exhibits A and B, which contain technical
information that demonstrates that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any lawfully operating
terrestrial facility, as well as a waiver request. In the extremely unlikely event that harmful interference
should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to
eliminate the interference.

‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
* The in—orbit testing location for HS3—IS, which Intelsat understands is licensed by Greece, will be 34.5° E.L. and
39.0° E.L. The spacecraft‘s final location is 39.0° E.L.
* Thales Alenia Space ("Thales"), the manager of the HS3—IS mission, will handle the coordination.

Finally, Intelsat clarifies that during the HS3—IS LEOP mission, Thales will serve as the mission
manager. Thales will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to Thales. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the HS3—IS satellite and thereby promotes
the public interest.
