Intelsat License, LLC, is granted a special temporaryauthorityfor 30 days, beginning
June 26, 2017, to operate its fixed earth station in Hagerstown, Maryland, call—sign
EO000296, to provide launch and early orbit phase ("LEOP") services for Intelsat 35¢
satellite; telemetry, tracking, and command ("TT&C") during in—orbit testing ("IOT®) at
33.0° W.L; TT&C during the drift of Intelsat 35¢ to its final location of34.5° W.L.; and
TT&C on—station at 34.5° W.L., using the following center frequencies: 5853.00 MHz
and 6424.50 MHz (LHCP/V) (Earth—to—space), and 4197.75 MHz, 4198.25 MHz,
4198.75 MHz, and 4199.25 MHz (LHCP/H) (space—to—Earth) under the following
conditions:

1. All operations must be within the coordinated emission and powerlimits.

2. During the drift to the satellite‘s permanent orbital location 34.5° W.L., Intelsat will
coordinate with operators ofco—frequencysatellites in the drift path.

3. All operators ofsatellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information forthe Intelsat 35¢ mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center(primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnhamor Kevin Bell.

4. All operations under this grant ofspecial temporaryauthorityshall be on an
unprotected and non—harmful interference basis. Intelsat‘s E000296 shall not cause
harmful interference to, and shall not claim protection frominterference caused to it by.
anyother lawfully operating radio communication system.

5. In the event ofany harmful interference under this grant ofspecial temporary
authority, Intelsat License LLC, E000296, must cease operations immediately upon
notification ofsuchinterference and must inform the Commission, in writing,
immediately ofsuchan event.

6. Grant ofthis authorization is without prejudice to any determination thatthe
Commission maymake regarding pending or future Intelsat License LLC applications.

7. Anyaction takenor expense incurred as a result of operations pursuant to this special
temporary authority is solely at Intelsat License LLC‘s risk.

8. This grant is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective upon release.

     Dear Ms. Dortch:

     Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
     30 days, commencing June 26, 2017, to use its Hagerstown, Maryland C—band earth station—call sign
     EO0O00296—to provide launch and early orbit phase ("LEOP") services for Intelsat 35e; telemetry,
     tracking, and command ("TT&C") during in—orbit testing ("IOT®") at 33.0° W.L; TT&C during the drift
     of Intelsat 35¢ to its final location of 34.5° W.L.; and TT&C on—station at 34.5° W.L." Intelsat 35e is
     expected to be launched on June 26, 2017. The LEOP, IOT, and drift are expected to last approximately
     30 days.

     The proposed operations will be performed using the following frequencies: 6424.5 MHz, and 5853.0
     MHz in the uplink (LHCP/V); and 4197.75 MHz, 4198.25 MHz, 4198.75 MHz, and 4199.25 MHz in the
     downlink (LHCP/H). The proposed operations will be coordinated with all operators of satellites that
     use the same frequency bands and are in the LEOP path, the drift path, or are potentially affected by
     these operations at the IOT location." All operators of potentially affected satellites will be provided
     with an emergency phone number where the licensee can be reached in the event that harmful
     interference occurs.

     ‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
     electronically via the International Bureau‘s Filing System ("IBFS").

     * The permanent orbital location for Intelsat 35e will be at 34.5° W.L. See Policy Branch Information;
     Actions Taken, Report No. SAT—0O1191, SAT—LOA—20160408—00034 (Oct. 7, 2016) (Public Notice).
     The in—orbit testing location will be 33.0° W.L. See Policy Branch Information; Actions Taken, Public
     Notice, Report No. SAT—01223, File No. SAT—STA—20170314—00050 (Mar. 17, 2017) (Public Notice).

     3 Intelsat will handle the coordination.

The proposed TT&C operations at 34.5° W.L. will be consistent with Intelsat‘s coordination agreements
for the nominal 34.5° W.L. orbital location. In the unlikely event that harmful interference occurs,
Intelsat will take all necessary steps to eliminate the interference.

In further support of this request, Intelsat herewith attaches Exhibit A, which contains technical
information that demonstrates that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any lawfully operating
terrestrial facility. In the extremely unlikely event that harmful interference should occur due to
transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Grant of this STA request will allow Intelsat to help launch and test the Intelsat 35e satellite. This, in
turn, will help provide additional capacity to customers at the 34.5° W.L. orbital location and thereby
promotes the public interest.
