Why STA is Necessary:

Boeing requires special temporary authority (“STA”) in order to begin using the extended Ku band
on the Telstar 12V satellite at the Boeing Herndon facility. Changes implemented by the satellite
provider require operation in the extended Ku-band and there are no other options to meet the
contracted government support requirement. This STA will support data transport operations for
the US Government while Boeing secures a license for modification under FCC license call sign
E100083. Boeing intends to file a license modification with the IB shortly. The Telstar 12V
satellite is included on the FCC’s Permitted Space Station List. See Call Sign S2933, File No.
