Special Temporary Authority (STA)   ~

Marlink, Inc. ("‘Marlink") is granted special temporary authority for 60 days to operate the
maximum of fifteen 2.4 meter Orbit Model OrBand AL—7108—C Earth Station on Vessel (ESV)
earth stations with the NSS—9 (S2756) satellite at the 177° W.L. orbital location and the SES—4
(S2828) satellite at the 22° W.L. orbital location in the 5925—6425 MHz (Earth—to—space) and
3700—4200 MHz (space—to—Earth) frequency bands under the following conditions:

1. Operations will not exceed the operational power levels and parameters requested and
coordinated.

2. Operations, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference and notify the FCC in writing.

3. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Marlink‘s risk.

4. Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region
between the antenna feed and the reflector. Appropriate measures must also be taken to restrict
access to other regions in which the earth station‘s power flux density levels exceed the specified
guidelines.

5. The licensee shall take all necessary measures to ensure that the antenna does not create
potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits
defined in 47 CFR 1.1307(b) and 1.1310 wherever such exposures might occur. Measures must
be taken to ensure compliance with limits for both occupational/controlled exposure and for
general population/uncontrolled exposure, as defined in these rule sections. The FCC‘s OET
Bulletin 65 (available on—line at www.fee.gov/oet/rfsafety) provides information on predicting
exposure levels and on methods for ensuring compliance, including the use of warning and
alerting signs and protective equipment for workers.

6. Antenna elevation angle must be at least 5 degrees above the geographic horizon.

7. Grant of this authorization is without prejudice to any determination that the Commission
may make regarding pending application SES—MOD—20170407—00373.


This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective immediately.

12. Description

Marlink,    Inc.   (Marlink)   requests a grant of Special Temporary Authority to operate Orbit Model
OrBand AL—7108—C 2.4 Meter C—band Remote Antennas to provide Earth Station on Vessel         (‘ESV‘)
service pursuant to its call sign WB36 license ESV authorization.        The antennas will be located on
vessels traveling in U.S.        and international waters.   All will operate through hub antennas already
authorized by the Commission. As with the application for permanent authority, the STA is
requested to operate the antennas in the C—band to communicate via All Authorized U.S. Domestic
Satellites on the Space Station Permitted List and provide ESV service in the same manner as
previously authorized by the Commission for existing WB36 licensed ESV antennas.

        Marlink, Inc. (Marlink) requests a grant of Special Temporary Authority ("STA")
to operate Orbit Model OrBand AL—7108—C 2.4 Meter C—band Remote Antennas
("AL—7108—C") to provide ESV service pursuant to its call sign WB36 license ESV
authorization. The STA is requested to allow Marlink to operate these antennas through
U.S. teleports while the Commission processes Marlink‘s pending application for
permanent authority. The antennas will be located on vessels traveling in U.S. and
international waters. All will operate through hub antennas already authorized by the
Commission. As with the application for permanent authority, the STA is requested to
operate the antennas in the C—band to communicate via All Authorized U.S. Domestic
Satellites on the Space Station Permitted List and provide ESV service in the same
manner as previously authorized by the Commission for existing WB36 licensed ESV
antennas.

       Marlink‘s Showing of Compliance that the antennas comply with the
Commission‘s Rules is set forth in the pending Application and Exhibits to same which
are hereby incorporated by reference. As detailed therein, the antennas fully comply with
all Commission Regulations and no waivers are needed or requested for operation of the
antennas.

        Grant of STA to operate these ESV antennas is in the public interest because it
will enable Marlink to provide service to customers that already have the antenna on their
vessels and are now receiving service from a Marlink affiliate via teleports not located in
the U.S. but which with STA could be serviced by Marlink via U.S. teleports. Such
vessels are often at sea for prolonged periods and have limited communications with the
outside world. In addition to enhancing the capabilities that ESV services provide for
ship operations andcrucial emergency communications, additional ESV options facilitate
access to the internet, telephone, and email by crew personnel while at sea thus providing
a much needed lifeline that contributes to the crew members‘ health, well—being, and
safety.

       Accordingly, Marlink respectfully requests that the Bureau grant the STA for a
period of sixty days for Marlink to operate the AL—7108—C remote antenna to provide
