                 EXPEDITED TREATMENT REQUESTED


Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an expedited grant of Special Temporary Authority
(“STA”)1 for 60 days, commencing May 1, 2017, to use its Ellenwood, Georgia Ku-band earth station—
call sign E170086—to communicate with Galaxy 13 (S2386) and Galaxy 17 (S2715) in order to test a
new product. Intelsat has a pending application to permanently license this antenna.2

Intelsat is seeking to perform operations in the following frequency bands: 11.7 – 12.2 GHz and 14.0 –
14.5 GHz.

In further support of this request, Intelsat herewith incorporates by reference the technical information
previously provided regarding the operations of E170086.3 In the extremely unlikely event that harmful
interference should occur, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this expedited STA request will allow Intelsat to test a new product. This, in turn, will help
provide customer service and thereby promotes the public interest.
