Special Temporary Authority

Intelsat License LLC is granted special temporary authority extension from SES—STA—20170308—
00249 for 30 days, beginning on April 26, 2017, to operate a fixed earth station in Riverside,
California using a 9.2 meter antenna to provide launch and early orbit phase services (LEOP) for
the SGDC— I satellite, licensed by Brazil as to proceed to the 74.35° W.L. orbital location on
center frequencies: 29220.0 MHz and 29240.0 MHz (Earth—to—space) and 19160.0 MHz and
19163.0 MHz (space—to—Earth) under the following conditions:

1. Operations under this authority are on a non—interference basis only.

2. Operations under this authority are on a non—protected basis only.

3. In the event of any harmfulinterference under this grant of special temporary authority,
Intelsat License LLC must cease operations immediately upon notification of such interference
and must inform the Commission, in writing, immediately of such an event.

4. Intelsat License LLC must notifythe Iridium network operator of operations on the 29220
MHz and 29240 MHz (Earth—to—space) frequencies, coordinate as needed, and provide themthe
24x7 contact information for the SGDC—1 LEOP mission: Ph.: (703) 559—7701— East. Coast
Operations Center (primary) (310) 525—5591— West Coast Operations Center (back—up) Request
to speak with Harry Burnham or Kevin Bell.

5. Anyaction taken or expense incurred as a result ofoperations pursuant to this special
temporary authority is solelyat Intelsat License LLC‘s risk.

6. Operations during the period April 20, 2017 to the date of this grant were authorized pursuant to
Section 1.62 of the Commission‘s rules 47 C.F. R. § 1.62.

7. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.P.R. §0.261, and is effective immediately.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority
("STA")‘ previously granted Intelsat to utilize a 9.2m Ka—band antenna located at its Riverside,
California teleport to provide launch and early orbit phase ("LEOP") services for the SGDC—1 satellite.*
As a result of a launch delay, SGDC—1 is now scheduled to be launched no earlier than April 14, 2017
The LEOP period is expected to last approximately 10 days."

The SGDC—1 LEOP operations will be performed in the following frequency bands: 29220.0 MHz
(RHCP) and 29240.0 MHz (LHCP) in the uplink, and 19160.0 MHz and 19163.0 MHz in the downlink
(RHCP). The LEOP operations will be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path." All operators of satellites in that path will be provided with
an emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

electronically via the International Bureau‘s Filing System ("IBFS").

* The permanent orbital location for SGDC—1, which Intelsat understands is licensed by Brazil, will be 74.85°

* Intelsat is seeking authority for an additional 30 days to accommodate further launch delays.
* Thales Alenia Space ("Thales"), the manager of the SGDC LEOP mission, will handle the coordination.

In further support of this request, Intelsat incorporates by reference Exhibits A—C submitted with its
original STA request, which contain technical information that demonstrates that the operation of the
earth station will be compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating terrestrial facility, as well as a waiver requests.

Finally, Intelsat clarifies that during the SGDC—1 LEOP mission, Thales will serve as the mission
manager. Thales will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to Thales. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA extension request will allow Intelsat to help launch the SGDC—1 satellite. This, in
turn, will help provide additional capacity at the 74.85° W.L. orbital location and thereby promotes the
public interest.
