Operations under this authority are on a non—interference basis only. 2. Operations under this authority are on a non—protected basis only. 3. In the event of any harmfulinterference under this grant of special temporary authority, Intelsat License LLC must cease operations immediately upon notification of such interference and must inform the Commission, in writing, immediately of such an event. 4. Washington, D.C. 20554 Re: Request for Extension of Special Temporary Authority 9.2m Ka—band Antenna, Riverside, California Dear Ms. Dortch: Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority ("STA")‘ previously granted Intelsat to utilize a 9.2m Ka—band antenna located at its Riverside, California teleport to provide launch and early orbit phase ("LEOP") services for the SGDC—1 satellite.* As a result of a launch delay, SGDC—1 is now scheduled to be launched no earlier than April 14, 2017 The LEOP period is expected to last approximately 10 days." The SGDC—1 LEOP operations will be performed in the following frequency bands: 29220.0 MHz (RHCP) and 29240.0 MHz (LHCP) in the uplink, and 19160.0 MHz and 19163.0 MHz in the downlink (RHCP). The LEOP operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path." All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. The in—orbit testing location will be 74.35° W.L. * Intelsat is seeking authority for an additional 30 days to accommodate further launch delays. * Thales Alenia Space ("Thales"), the manager of the SGDC LEOP mission, will handle the coordination. Dortch April 11, 2017 Page 2 In further support of this request, Intelsat incorporates by reference Exhibits A—C submitted with its original STA request, which contain technical information that demonstrates that the operation of the earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility, as well as a waiver requests. Finally, Intelsat clarifies that during the SGDC—1 LEOP mission, Thales will serve as the mission manager. Thales will build and send the commands to the Intelsat antenna, which will process and execute the commands. Telemetry received by Intelsat will be forwarded to Thales. Intelsat will perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in control of the baseband unit, RF equipment, and antenna. Grant of this STA extension request will allow Intelsat to help launch the SGDC—1 satellite. This, in turn, will help provide additional capacity at the 74.85° W.L. orbital location and thereby promotes the public interest.
