Operations will not exceed the operational power levels and parameters requested and coordinated. 2: The LEOP operations must be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path. All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. Currently the 24X7 contact information for the SKY—B1 satellite mission is as follows: Ph.:(703) 559—7701 —East Coast operations Center (primary); (310) 525—5591 —West Coast Operations Center (back—up). Operations, shall not cause harmful interference to, and shall not claim protection from interference caused to it by any other lawfully operating station and it shall cease transmission(s) immediately upon notice of such interference and notify the FCC in writing. 4. Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other regions in which the earth station‘s power flux density levels exceed the specified guidelines. b. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at Intelsat Inc‘s risk. 6. Continued operations of this earth station with SKY—B1 satellite at 33.0° W.L. orbital location as it proceeds to its final 43.15° W.L. orbital location during this extension was authorized pursuant to Section 1.62 of the Commission‘s rules, 47 C.F.R. §1.62. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. § 0.261, and is effective upon release.

In further support of this extension request, Intelsat incorporates by reference Exhibit A, Exhibit B, and a supplement," which contain technical information that demonstrates that the operations of the earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility and a waiver request. In the extremely unlikely event that harmful interference should occur due to transmissions to or fromits earth station, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA request will help ensure safe station—keeping of the SKY—B1 satellite and continuity of service at the 43.15° W.L. orbital location and thereby promotes the public interest.
