Special Temporary Authority

Intelsat License LLC is granted special temporaryauthority for 180 days, beginning on June 1,
2017 to November 28, 2017, to operate a 9.2 meter Ka—band antennalocated in Riverside,
California, to provide launch and early orbit phase services (LEOP) for the ViaSat—2 satellite at
69.90° W.L., licensed by United Kingdom, using the following frequencies: 29501 MHz and
29999 MHz (Earth—to—space) and 18301 MHz and 18303 MHz (space—to—Earth), under the
following conditions:

1. All operations must be within the coordinated emission and power limits.

2. The 17.8 — 20.2 GHz band is shared with U.S. Government space stations and associated earth
stationsin thefixed Satellite Services. Services within the United States over the satellite
network of which this is a cooperating earth station are subject to coordination under US334 and
operation of the earth station(s) authorized herein will be subject to anytechnical constraints
resulting from this coordination. See 47 C.F.R. Section 2.106, Footnote US334.

3. The LEOP operations must be coordinated with all operators of satellites thatuse the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the eventthat
harmful interference occurs. Currentlythe 24x7 contact information for the ViaSat—2 satellite
LEOP mission is as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnham or
Kevin Bell.

4. All operations shall be on an unprotected and non—harmfulinterference basis, Intelsat License
LLC, shall not cause harmful interference to, and shall not claim protection from interference
caused toit by anyother lawfully operating station and it shall cease transmission(s) immediately
upon notice of such interference.

5. Grant of this authorization is without prejudice to anydeterminationthat the Commission may
make regarding pending or future Intelsat License LLC applications.

6. This STA can onlybe used to provide launch and earlyorbit phase ("LEOP) services for the
ViaSat—2 satellite.

7. This actionis issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
180 days, commencing June 1, 2017, to utilize a 9.2m Ka—band antenna located at its Riverside,
California teleport to provide launch and early orbit phase (°LEOP”) services for the ViaSat—2 satellite.
ViaSat—2 is expected to be launched no earlier than May 5, 2017." The LEOP period is expected to last
approximately 180 days

The ViaSat—2 LEOP operations will be performed in the following frequencies: 29.501 GHz and 29.999
GHz (RHCP) in the uplink, and 18.301 and 18.303 GHz in the downlink (RHCP). The LEOP
operanons will becoordmated with all operators of satellites that use the same frequency bands and are
in the LEOP path." All operators of satellites in that path will be provided with an emergency phone
number where the licensee can be reached in the event that harmful interference occurs.

In further support of this request, Intelsat herewith attaches a waiver request as Exhibit A.


‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").

* The in—orbit testing and the permanent orbital location of ViaSat—2, which Intelsat understands is licensed by the
United Kingdom, will be 69.9° W.L.

* Intelsat is seeking authority for 180 days to accommodate the longer orbit—raising time period required for an
electric propulsion satellite and any launch delays.

‘ Boging, the manager of the ViaSat—2 LEOP mission, will handle the coordination.

Finally, Intelsat clarifies that during the ViaSat—2 mission, Boging will serve as the mission manager.
Boeing will build and send the commands to the Intelsat antenna, which will process and execute the
commands. Telemetry received by Intelsat will be forwarded to Boeing. Intelsat will perform the
ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in control of the
baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the ViaSat—2 satellite. This, in turn, will
help provide services at the 69.9° W.L. orbital location and thereby promotes the public interest.
