REQUEST FOR SPECIAL TEMPORARY AUTHORITY By this application, RR Media Inc. (“RR Media”) respectfully requests special temporary authority (“STA”) for a period of 60 days to operate one additional Ku-band antenna at its licensed facility in Hawley, PA, beginning April 25, 2017, pending action on its application for permanent licensing of the antenna. As discussed below, grant of the requested authority will allow RR Media to meet its customer’s timeline for providing video services and is therefore in the public interest. On February 2, 2017, RR Media filed an application for authority to operate three 4.5 1 meter antennas in the conventional Ku-band at its Hawley, Pennsylvania teleport. One of the three antennas, HS17-C, was authorized to operate under special temporary authority on January 2 26, 2017. RR Media now seeks special temporary authority to operate a second of the three antennas, HS-17B, pending full authority. RR Media is required to begin operating the antenna on April 25, 2017 in order to meet its contractual obligations. In the event the underlying application is not granted by that date, RR Media requests that STA be granted for 60 days. The antenna for which STA is requested will be used to provide ongoing video and radio distribution services, and RR Media’s customers would be harmed if these services were delayed. RR Media requests STA to allow the provision of service to customers to continue operations pending completion of and action on the license application. Full technical details regarding the proposed operations are provided in File No. SES- LIC-20170201-00109. RR Media seeks STA on a non-interference basis pending regular licensing of these facilities.
