Special Temporary Authority (STA)

SES Americom, Inc. is granted a special temporary authority for 180 days, commencing May 6, 2017, to
operateits Bristow, VA fixed earth station to communicate with SES—4 ($2828) at the 22° W.L. orbital
location to test an Intellian V100 antenna in the 14.0 — 14.5 GHz (Earth—to—space) and 11.7— 12.2 GHz
(space—to—Earth) frequency bands under the following conditions:

4.    Operations will not exceed the operational power levels and parameters requested and
coordinated.

2.     The operations must be coordinated with all operators of satellites that use the same frequency
bands. All operators of satellites in that path will be provided with an emergency phone number where
the licensee can be reached in the event that harmful interference occurs. Currently the 24X7 contact
information is: Ph. :( 703) 367—7311. Requests to speak with Gary Cruickshank.

8.     Operations, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference and notify the FCC in writing.

4.     Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between
the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other
regions in which the earth station‘s power flux density levels exceed the specified guidelines.

5.    Any action taken or expense incurred as a result of operations pursuant to this STA is solely at SES
Americom‘s risk.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
C.F.R. § 0.261, and is effective upon release.

                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

                By this application, SES Americom, Inc. ("SES") respectfully requests special

temporary authority ("STA") for a period of 180 days to operate a fixed antenna in the

conventional Ku—band on a non—interference basis at its Manassas, Virginia teleport. The

antenna will communicate with SES—4 (call sign $2828), a Netherlands—licensed satellite that is on

the Commission‘s Permitted Space Station List. The technical details of the proposed operations are

provided below, and the antenna will be operated in compliance with the Commission‘s radiation

hazard limits. Grant of the requested authority will allow SES to begin testing the antenna in

preparation for customer service delivery.
