Intelsat License LLC— Inc. is granted a special temporary authority for 30 days, commencing Marc
2017, to use its Hagerstown, Maryland earth station to provide launch and early orbit phase ("LEOP")
services for the SKY—B1 satellite at 33.0° W.L. orbital location as it proceeds to its final 43.1° W.L. orbital
location on frequencies 13249.5 MHz (V & CP) and 14498.00 (H & CP) (Earth—to—space) and 11443 MHz
(V & CP), 11443.5 MHz (V & CP), 11444.5 MHz (H & CP), 11446.5 MHz (V & CP), and 11447 MHz (V & CP)
(space—to—Earth); and IOT operations will be performed in frequency bands 13750—14500 MHz and 10900
— 12200 MHz under the following conditions:



1.    Operations will not exceed the operational power levels and parameters requested and
coordinated.

2.     The LEOP operations must be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be provided with
an emergency phone number where the licensee can be reached in the event that harmful interference
occurs. Currently the 24X7 contact information for the SKY—B1 satellite mission is as follows: Ph.:(703)
559—7701 —East Coast operations Center (primary); (310) 525—5591 —West Coast Operations Center
(back—up). Requests to speak with harry Burnham or Kevin Bell.



3.     Operations, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference and notify the FCC in writing.



4.     Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between
the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other
regions in which the earth station‘s power flux density levels exceed the specified guidelines.



5.     Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Intelsat Inc‘s risk.



6.    Continued operations of this earth station with SKY—B1 satellite at 33.0° W.L. orbital location as it
proceeds to its final 43.1° W.L. orbital location during this extension was authorized pursuant to Section
1.62 of the Commission‘s rules, 47 C.F.R. §1.62.



This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
C.F.R. § 0.261, and is effective upon release.

B1;   IOT services at 33.0 W.L.;   TT&C during the drift of SKY—B1 to its     final   location of 43.1 W.L.;

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority
("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station—call sign
KA258—to provide telemetry, tracking, and command ("TT&C") during in—orbit testing ("IOT") at
33.0° W.L. for SKY—BI1; IOT services at 33.0° W.L.; TT&C during the drift of SKY—BI to its final
location of 43.1° W.L.; and TT&C on—station at 43.1° W.L.2 SKY—B1, a U.S.—licensed satellite,3 was
launched on February 14, 2017. The IOT and drift are expected to last approximately 30 days and 15
days, respectively.

The SKY—B1 TT&C operations will continue to be performed using the following frequencies: 13249.5
MHz (V & CP) and 14498.00 MHZ (H & CP) in the uplink; and 11443 MHz (V & CP), 11443.5 MHz
(V & CP), 11444.5 MHz (H & CP), 11446.5 MHz (V & CP), and 11447 MHz (V & CP) in the
downlink. The SKY—BI1 IOT operations will continue to be performed in the following frequency
bands: 13750 — 14500 GHz and 10900 — 12200 GHz. The SKY—BI1 operations will be coordinated with
all operators of satellites that use the same frequency bands and are in the drift path, or are potentially
affected by these operations at the IOT location." All operators of potentially affected satellites will be
provided with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

In further support of this extension request, Intelsat incorporates by reference Exhibits A, B, and C,
which contain technical information that demonstrates that the operation of the earth station will be
compatible with its electromagnetic environment and will not cause harmful interference into any
lawfully operating terrestrial facility, a waiver request, and a 13 GHz Report. In the extremely unlikely
event that harmful interference should occur due to transmissions to or from its earth station, Intelsat
will take all reasonable steps to eliminate the interference.

Grant of this STA extension request will allow Intelsat to help launch andtest the SKY—BI1 satellite.
This, in turn, will help support expansion of DTHservices from the 43.1° W.L. orbital location and
thereby promotes the public interest.
