        Re:     Request for Special Temporary Authority to Operate a 13.1 meter Ku-band Antenna at
                Intelsat’s Hagerstown, Maryland Teleport

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”) 1 for
30 days, commencing March 13, 2017, to allow Intelsat to utilize a 13.1 meter Ku-band antenna located
at its Hagerstown, Maryland teleport to provide telemetry, tracking, and command (“TT&C”) and
communications services for the SKY-B1 satellite (S2922) at 43.15° W.L.2 Intelsat intends to file a
permanent application for this antenna to support SKY-B1 operations in the near future.

The proposed TT&C operations will be performed using the following frequencies: 13249.5 MHz and
14498 MHz in the uplink; and 11443 MHz, 11447 MHz, 11443.5, and 11446.5 MHz in the downlink.
The proposed communications operations will be performed using the following frequency bands:,
13750-14000 MHz and 14000-14500 MHz in the uplink; and 11450-11700 MHz and 11700-12200 MHz
in the downlink.

In further support of this request, Intelsat hereby attaches Exhibits A-C, which contain technical
information that demonstrates that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any lawfully operating
terrestrial facility, and a Radiation Hazard Report. In addition, Intelsat will take all practical steps to
protect radio astronomy services and will operate on a non-protected, non-interference basis. In the
extremely unlikely event that harmful interference should occur, Intelsat will take all reasonable steps to
eliminate the interference.

The proposed operations at 43.15° W.L. will be consistent with Intelsat’s coordination agreements for
the nominal 43° W.L. In the unlikely event that harmful interference occurs, Intelsat will take all
necessary steps to eliminate the interference.

Grant of this STA request will help ensure safe station keeping of the SKY—B1 satellite and continuity of
service at the 43.15° W.L. orbital location and thereby promotes the public interest.
