                       REQUEST FOR SPECIAL TEMPORARY AUTHORITY

              AT&T Corp. (“AT&T”) respectfully requests a grant of special temporary authority

(“STA”)1 for 60 days commencing March 1, 2017 to operate a 13.1 meter Ku-band antenna at its

Catawissa, Pennsylvania earth station (Call Sign E110107) prior to grant of its pending

modification application.2 AT&T filed a modification application on February 14, 2017 to

convert the earth station’s 13.1 meter C-band transmit/receive antenna to a 13.1 meter Ku-band

transmit/receive antenna.3 The pending modification application contains complete technical

details of the Ku-band antenna’s proposed operations, which are incorporated by reference here.

              Grant of special temporary authority will serve the public interest by allowing AT&T to

meet an immediate customer demand. AT&T’s customer, a U.S. Government agency, intends to

use the antenna for national security-related purposes. This customer has expressed a desire to

begin using the antenna as soon as March 1, 2017. Accordingly, AT&T respectfully submits this

STA request to authorize use of the 13.1 meter Ku-band antenna prior to grant of AT&T’s

pending modification application.

              AT&T understands that all operations pursuant to a grant of special temporary authority

will be on a non-interference basis. AT&T does not anticipate that its operations of this Ku-band

antenna will cause any harmful interference or adversely affect any other authorized users.

AT&T further understands that any grant of STA request would be without prejudice to action

on the underlying pending modification application.
