                Request for Extension of Special Temporary Authority to
                    Utilize Extended Ku-band Frequencies for the
                            SBY301KU 9 Meter Antenna to
                     Communicate With the Telstar 12V Satellite

        Comsat, Inc. (“Comsat”) respectfully requests extension effective February 13,
2017, of the current Special Temporary Authority (“STA”) which allows Comsat to
utilize Extended Ku-band frequencies for the SBY301KU 9 meter fixed antenna at
Southbury, Connecticut to communicate with the Telstar 12V (T12V) satellite (15.0
W.L.).

        Extension of this STA is needed so that Comsat will be able to continue to utilize
the T12V satellite to provide Ku-band service to remote VSAT land earth stations
operated by a U.S. Government agency customer in international locations. Comsat has
an application pending before the Commission to modify the KA304 license to permit
SBY301KU to communicate with the T12V satellite in the Extended Ku-band. As noted
in that application this antenna currently has authorization to communicate with three
other satellites in the Extended Ku- band and the same Extended Ku-band emission
designators and antenna specifications currently authorized will be used for
communication with T12V. Therefore, the only change to the license that is required by
the pending application is to add the T12V satellite as a Point of Communication for
SBY301KU. Comsat also notes that the Extended Ku-band communications to/from the
U.S. will only be by the SBY301KU hub antenna with T12V. The remote VSAT earth
stations will not be operated per the KA304 license because as explained above, they are
operated by a U.S. Government agency in international locations outside of the U.S.

        Accordingly, Comsat respectfully requests that the International Bureau grant the
extension of the STA to be effective February 13, 2017 for a period of sixty (60) days.
The communications with T12V will be in full compliance with the Commission’s Rules
as well as all provisions of the KA304 license. Comsat understands and accepts that
authority to operate the hub antenna on Extended Ku- band frequencies is conditioned on
agreement to cease transmissions if required. The 24/7 contact number for the Southbury
