                 3.9m C-band Antenna, Manhasset, New York

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests grant of Special Temporary Authority (“STA”)1 for 30
days, commencing February 17, 2017, to utilize a transportable 3.9m C-band antenna located in
Manhasset, New York to provide communications with Intelsat 907 (S2411) in order to provide
emergency backup services. Intelsat expects shortly to file an application to permanently license this
antenna.

Intelsat is seeking to perform operations in the following frequency bands: 4157-4198 MHz and 6382-
6423 MHz.

In further support of this request, Intelsat herein attaches a coordination report and a radiation hazard
analysis report as Exhibits A and B, respectively.

Grant of this STA request will allow Intelsat to provide emergency backup services to a customer and
thereby promotes the public interest.
