Intelsat License LLC (Intelsat) is granted a special temporaryauthority, for 30 days,
beginning February 14, 2017, to operate its fixed earthstation in Castle Rock, Colorado,
call—sign KL92, to provide launch and earlyorbit phase (LEOP) services for Sky—BI
satellite, a U.S. licensed satellite, and to provide telemetry, tracking, and command
(TT&C) functions during the in—orbit testing (IOT) at 33.0° W.L. and drift to its final
location of 43.1° W.L., using the following center frequencies: 13249.50 MHz and
14498.00 MHz (Earth—to—space), and 11443.00 MHz, 11443.50 MHz, 11444.50 MHz,
11446.50 MHz and 11447.00 MHz (space—to—Earth). The in—orbit testing location will be
permanent orbital location 43.1° W.L. The LEOP and TT&C operations during the IOT
will be under the following conditions:

1. All operations must be within the coordinated emission and power limits.

2. During the drift to the satellite‘s permanent orbital location 43.1° W.L., Intelsat will
coordinate with operators ofco—frequencysatellites in the drift path.

3. All operators ofsatellites will be provided with an emergencyphone number where the
licensee can be reached in the event that harmful interference occurs, Currentlythe 24x7
contact information for the Sky—B1 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations underthis grant of STA shall be on an unprotected and non—harmful
interference basis. Intelsat‘s KL92 shall not cause harmful interference to, and shall not
claim protection frominterference caused to it by, anyother lawfullyoperating radio
communication system.

5. In the event of anyharmful interference under this grant of STA, Intelsat License LLC,
KL92, must cease operations immediately upon notification ofsuch interference and
must inform the Commission, in writing, immediately of such an event.

6. Grant ofthis authorizationis without prejudice to any determination that the
Commission may make regarding pending orfuture Intelsat License LLC applications.

7. Anyaction taken or expense incurred as a result of operations pursuant to this STA is
solelyat Intelsat License LLC‘s risk.

8. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective uponrelease.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing February 14, 2017, to use its Castle Rock, Colorado Ku—band earth station—call
sign KL92—to provide launch and early orbit phase ("LEOP") services for SKY—BI1; telemetry,
tracking, and command ("TT&C") during in—orbit testing ("IOT") at 33.0° W.L.; TT&C during the drift
of SKY—BI to its final location of 43.1° W.L.; and TT&C on—station at 43.1° W.L. SKY—BI1, a U.S.
licensed satellite," is expected to be launched on February 14, 2017. The LEOP period is expected to
last approximately 10 days; IOT and drift are expected to last approximately 30 days and 15 days,
respectively.

The proposed operations will be performed using the following frequencies: 13249.5 MHz (V & CP)
and 14498.00 MHZ (H & CP) in the uplink; and 11443 MHz (V & CP), 11443.5 MHz (V & CP),
11444.5 MHz (H & CP), 11446.5 MHz (V & CP), and 11447 MHz (V & CP) in the downlink. The
proposed operations will be coordinated with all operators of satellites that use the same frequency
bands and are in the LEOP path, the drift path, or are potentially affected by these operations at the IOT
location." All operators of potentially affected satellites will be provided with an emergency phone
number where the licensee can be reached in the event that harmful interference occurs.

In further support of this request, Intelsat hereby attaches Exhibit A, which contains technical
information that demonstrates that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any lawfully operating
terrestrial facility. In the extremely unlikely event that harmful interference should occur due to
transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Grant of this STA request will allow Intelsat to help launch and test the SKY—BI1 satellite. This, in turn,
will help support expansion of DTH services from the 43.1° W.L. orbital location and thereby promotes
the public interest.

commencing February 14,   2017,   to use its Castle Rock, Colorado Ku—band earth station,     call sign
KL92,   to provide launch and early orbit phase services for SKY—Bl;     telemetry,   tracking, and
command during in—orbit testing at 33.0 W.L.; TT&C during the drift of SKY—B1 to its final
