Universal Space Network, Inc. (USN) is granted a special temporaryautho
following conditions, to operate its fixed earth station in North Pole, AK, to provide Launch and
Early Orbit Support (LEOP) service to the Sentinels—2B spacecraft licensed bythe European
Space Agency ("ESA"), in April of 2017. ESA has requested testing with the Sentinels—2A
spacecraft in preparationofthe Sentinels—2B LEOP support, pre—LEOP support testing will
consist of ranging, angles, and doppler measurement during the month of January 2017.
Duration ofthe testing will only be up to five days being January24th and 25th, of2017 and
February 7th, 14th and 21th, of2017.

1. Operations are limited to the following frequencies, emissions and powerlimits:

2. Operations must comply with the satellite operator‘s coordinated agreements for the Sentinels—
2A spacecraft with U.S. satellite operators. If no agreements exist then operations are not
permitted.

3. This is not a grant of market access for the Sentinels 2A spacecraft.

4. Operations, shall not cause harmfulinterference to, and shall not claim protection from,
interference caused to it by anyother lawfully operating station(s). USN shall cease
transmission(s) immediately upon notice ofsuch interference and report the interference to the
FCC point of contact Paul.Blaisfee.gov, 202—418—7274 within 24 hours of occurrence.

5. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future USN applications.

6. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
USN‘s risk.

7. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately.

Corporation (SSC) with the launch and early orbit support of the Sentinels—2B spacecraft in April
2017.    ESA has requested testing with Sentinels—2A in preparation of the 2B LEOP support.    Pre—LEOP
testing will consist of ranging,     angles and Doppler measurements.   Duration of testing will be 5
discrete days; Jan 24—25,   Feb 7,   14,   21 2017.
