Special Temporary Authority (STA)

SES Americom, Inc. is granted a special temporary authority (STA) for 30 days, commencing December
01, 2016, to test its fixed earth station with the AMC—8 satellite(S2379) at the 139°W .L. orbital location
in the 6247—6283 MHz (Earth—to—space) and 3700—4200 MHz (space—to—Earth) frequency bands under the
following conditions:



1.       Operations will not exceed the operational power levels and parameters requested and
coordinated.


2.     Operations, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference and notify the FCC in writing.

3.     Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between
the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other
regions in which the earth station‘s power flux density levels exceed the specified guidelines.

4.     The SES Americom Inc. shall take all necessary measures to ensure that the antenna does not
create potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits
defined in 47 CFR 1.1307 (b) and 1.1310 wherever such exposures might occur. Measures must be
taken to ensure compliance with limits for both occupational/controlled exposure and for general
population/uncontrolled exposure, as defined in these rule sections. The FCC‘s OET Bulletin 65
(available on—line at www.fcc.gov/oet/rfsafety) provides information on predicting exposure levels and
on methods for ensuring compliance, including the use of warning and alerting signs and protective
equipment for workers.

5.   Any action taken or expense incurred as a result of operations pursuant to this STA is solely at SES
Americom Inc‘s risk.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
C.F.R. § 0.261, and is effective upon release.

                 APPLICATION FOR SPECIAL TEMPORARY AUTHORITY

                  SES Americom, Inc. ("SES Americom") respectfully requests Special Temporary

Authority ("STA") for 30 days to test its new 11 meter Vertex antenna (SMWAAS) at its South

Mountain teleport located in Somis, California, in the conventional C—band with AMC—8,

operating at 139° W.L. As described in the pending license application, the SMWAAS antenna

will be used to communicate with the Wide Area Augmentation System ("WAAS") payload on

the SES—15 satellite to be operated by SES Satellites (Gibraltar) Ltd. ("SES—GIB") at

129.15° W.L.‘ SES Americom seeks STA to test the new antenna in C—band frequencies

beginning Decémber 1, 2016, and asks for Commission action consistent with that timing.

                 Specifically, SES Americom requests authority to test the SMWASS antenna on

the following frequencies with AMC—8: 3700—4200 MHz (downlink) and 6247—6283 MHz                             5237 7

(uplink)." Testing will consist of an unmodulated CW carrier for a few hours once during the 30—

day STA term. All operations will be conducted within the technical parameters set forth in

Attachment 1 and on an unprotected, non—interference basis.

               Grant of the requested STA will allow SES Americom to ensure its earth station is

capable of providing a high level of service in support of the WAAS operations, which will

ultimately improve aircraft navigation and safety.

               For the foregoing reasons, SES Americom respectfully requests that the

Commission grant it a 30—day STA to test its SMWAAS earth station with AMC—8 in the

conventional C—band.
