12. Description.
Applicant WLBT License Subsidiary, LLC seeks Special Temporary Authority (STA) to operate a new Transmit-Only Ku-Band DSNG Truck license to provide vital coverage of a special concert scheduled to benefit the victims of the recent flooding in Louisiana on September 5, 2016. The applicant has filed an underlying Form 312-EZ (SES-LIC-20160826-00743) application for a permanent license, but concurrentky seeks STA to operate while the application is being processed. The public interest would be served by a grant of the STA because it will allow WLBT and parent company Raycom Media, Inc. to provide essential and up-to-the minute coverage of a benefit concert to provide relief and much needed support to the many victims of the extensive flooding that recently occurred in Louisiana. Grant of the STA in advance of the grant of the permanent license and in advance of the September 5 broadcast date will allow WLBT to set up and test the DSNG earth station equipment. Also attached to this application in support of the request for STA is the Raycom Media, Inc. Press Release describing the upcoming concert, as well as the manufacturer's sheet of the full technical parameters for the proposed Ku-Band transmit equipment.
