        REQUEST FOR EXTENSION OF SPECIAL TEMPORARY AUTHORITY

       Telesat Network Services, Inc. (“Telesat”), pursuant to Section 25.120 of the
Commission’s Rules, hereby requests an extension of special temporary authority
(“STA”) for its satellite earth station located in Mt. Jackson, Virginia (call sign KA399).
Telesat’s original STA, which extends the western limit of the authorized satellite arc for
KA399 to 109.2° WL, was granted for the period July 1 – July 31, 2016. 1 Telesat asks that
its STA extension commence no later than August 1, 2016, and be for a term of 60 days.

       KA399 is serving as the back-up TT&C station for Telstar 12 (call sign S2462) now
that the satellite has completed its relocation from 15° WL. to 109.2° WL. Telstar 12 is
operating at the new location pursuant to STAs the Commission previously granted. 2
Telstar 12 is operated by Telesat’s sister company, Skynet Satellite Corporation.

       Telesat has pending an application to modify the license for KA399. 3 Among
other things, the proposed modification would extend the western limit of the
authorized arc for the 15m antenna associated with KA399 to 118.7° WL, which would
encompass Telstar 12’s new orbital location of 109.2° WL.

       Telesat had anticipated that its modification application for KA399 would be
granted by August 1, when the previously-granted STA will expire. It now appears,
however, that will not be the case. Telesat, therefore, seeks an extension of its STA.
Like the initial STA, the STA extension would cover the TT&C carriers KA399 uses to
communicate with Telstar 12, i.e., the 14499 MHz, 11450.5 MHz, and 11451 MHz carriers
that have an emission designator of 850KF2D.

        Telesat’s STA extension request is supported by good cause. Granting the
extension will enable Telesat to maintain control of Telstar 12 while its modification
application is pending. The proposed operations, moreover, present no interference
concerns, because they will be consistent with the STA for KA399 the Commission has
granted and with the requirements, apart from the western limit of the authorized arc,
of the current license for KA399. In any event, operation pursuant to the STA requested
in this filing will be on a secondary, non-interference basis.

      Accordingly, and for good cause shown, Telesat respectfully requests that its
STA extension request be granted.
