Dear Ms. Dortch:

Gogo LLC (“Gogo”), by its attorney and pursuant to Section 1.65 of the Commission’s rules,
47 C.F.R. § 1.65, hereby updates the above-referenced request for special temporary authority
to allow up to 200 Earth Stations Aboard Aircraft terminals to communicate with the ASTRA 4A
satellite (the “STA Request”). In the STA Request, Gogo indicated that ASTRA 4A was licensed
by Luxembourg (STA Request, Narrative at 1), but Gogo has learned that the satellite is instead
licensed by Sweden. Sweden, like Luxembourg, is a member of the World Trade Organization.
Accordingly, under the Commission’s DISCO II market access framework, there is a
presumption that allowing U.S.-licensed earth stations to communicate with ASTRA 4A will
serve the public interest. 1
