        Re:     Request for Further Extension of Special Temporary Authority to Operate an 8.1
                meter Ku-band Antenna at Intelsat’s Napa, California Teleport

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 30 day of further extension of
Special Temporary Authority (“STA”)1 previously granted Intelsat to use an 8.1 meter Ku-band
antenna located at its Napa, California teleport2 to provide communications services for the
Intelsat 8 satellite (S2460)3 at 168.9º E.L. while the construction of an antenna in Kumsan, South
Korea is completed. Due to construction delays in South Korea, Intelsat expects to need to
support Intelsat 8 with the 8.1 meter antenna through October 2016 in order to provide continuity
of services to customers as the satellite continues to go into inclined orbit.

The proposed communication services will continue to be performed in the 14.0 – 14.5 GHz
(Earth-to-space) band. Intelsat is seeking an extension of its authority to transmit only.

In support of this further extension request, Intelsat incorporates by reference Exhibits A and B
submitted with its original STA, which provides relevant technical parameters and a radiation
hazard report.

Intelsat will continue to take all practical steps to protect radio astronomy services and will
continue to operate on a non-protected, non-interference basis. In the extremely unlikely event
that harmful interference should occur, Intelsat will take all reasonable steps to eliminate the
interference.

Grant of this STA further extension request services the public interest by enabling Intelsat to
continue providing continuity of service to customers at the nominal 168.9° E.L. location.
