                     REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        Telesat Network Services, Inc. (“Telesat”), pursuant to Section 25.120 of the
Commission’s Rules, hereby requests special temporary authority (“STA”) to extend, in
the manner described below, the western limit of the authorized satellite arc for its
satellite earth station located in Mt. Jackson, Virginia (call sign KA399). Telesat asks
that its STA commence no later than July 1, 2016 and have a term of 30 days.

       KA399 is serving as the primary TT&C station for Telstar 12 (call sign S2462)
while that satellite is relocated from 15° WL. to 109.2° WL pursuant to STAs the
Commission previously granted. 1 Telstar 12 is operated by Telesat’s sister company,
Skynet Satellite Corporation (“Skynet”).

       Telesat has pending an application to modify the license for KA399. 2 Among
other things, the proposed modification would extend the western limit of the
authorized arc for the 15m antenna associated with KA399 to 118.7° WL, which would
mean that the authorized arc would encompass Telstar’s new orbital location of 109.2°
WL.

      Telesat had anticipated that its modification application for KA399 would be
granted by the time Telstar 12 reaches the western limit of the currently-authorized arc
for KA399, which is expected to occur on July 4, 2016. It now appears, however, that
the modification will not be granted in time. Telesat, therefore, is seeking an STA to
extend the western limit of the authorized arc for KA399 to 109.2° WL, i.e., to the most
western point of Telstar’s 12’s relocation. The STA would cover the TT&C carriers
KA399 uses to communicate with Telstar 12, i.e., 14499 MHz, 11450.5 MHz, and 11451
MHz carriers that have an emission designator of 850KF2D.

       Telesat’s STA request is supported by good cause. Granting the authority
requested will enable to maintain control of Telstar 12 as it completes its relocation. The
proposed operations, moreover, present no interference concerns, because they will be
consistent with the STAs the Commission has granted to relocate Telstar 12 and with
the requirements, apart from the western limit of the authorized arc, of the current
license for KA399. In any event, operation pursuant to the STA requested in this filing
will be on a secondary, non-interference basis.

      Accordingly, and for good cause shown, Telesat respectfully requests that its
STA request be granted.
