EchoStar Broadcasting Corporation (EchoStar) is granted renewal of SES—STA—20160512—00432
Special Temporary Authority, beginning July 08, 2016 for 60 days to operate its Cheyenne, WY,
earth station to: (1) conduct in—orbit testing ("IOT") of the EchoStar 18 satellite (S2931) at the
67.2° W.L. orbital location in the 12.2—12.7 GHz (space—to—Earth) and 17.3—17.8 GHz (Earth—to—
space) frequency bands; (2) conduct telemetry, tracking, and command (TT&C) operations on
the 12.695 GHz, 12.696 GHz, 12.203 GHz, and 12.204 GHz (space—to—Earth) and 17.303 GHz
(Earth—to—space) center frequencies; and (3) other command operations in the 17.791—17.796
GHz (Earth—to—space) frequency band. Operations under this authorization must be in
accordance with the terms, conditions, and technical specifications set forth in the EchoStar 18
satellite (S2931) authorization and the Federal Communications Commission‘s rules, and are
subject to the following conditions:

     1. Grant of this STA is without prejudice to any determination that the Commission
        may make regarding pending or future EchoStar applications

    2.   All operations under this grant of STA shall be on an unprotected and non—harmful interference
         basis. EchoStar E980005 shall not cause harmful interference to, and shall not claim protection
         from interference caused to it by, any other lawfully operating radio communication system.

    3. In the event of any harmful interference as a result of operations under this grant of
       STA, EchoStar shall cease operations immediately upon notification of such interference
       and shall immediately inform the Commission, in writing, of such an event

    4.   Any action taken or expense incurred as a result of operations pursuant to this STA is
         solely at Intelsat License LLC‘s risk.

    This grant is issued pursuant to Section 0.261 of the Commuission‘s rules on delegated
    authority, 47 C.F.R. § 0.261, and is effective upon release.

                                              ‘EXHIBIT 1

                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY


        Pursuant to Section 25.120(b)(3) of the Commission‘s rules,‘ DISH Operating LL.C.

(together with its affiliates, "DISH") and EchoStar Broadcasting Corporation (together with its

affiliates, "EchoStar") request to renew their special temporary authorizations ("STAs") for an

additional 60 days until September 6, 2016, to (i) conduct in—orbit testing ("IOT") of the

EchoStar 18 satellite (Call Sign $2931) at the 67.2° W.L. orbital location using the satellite‘s

assigned DBS frequencies; and (ii) operate four earth stations in Summefset, SD (Call Sign

E150098), Cheyenne, WY (Call Sign E980005), and Gilbert, AZ (Call Signs E060003 &

EQ070014) for in—orbit testing and telemetry, tracking, and command ("TT&C") operations while

the satellite is at 67.2° W.L.*
        Grant of the requested STA renewals will allow DISH and EchoStar to continue

conducting IOT and TT&C operations (including related earth station communications) of

EchoStar 18 while the satellite remains temporarily at 67.2° W.L., prior to moving to its

proposed assigned orbital location at 61.35° W.L.," in accordance with the following schedule:

        (1)      EchoStar 18 was launched successfully on June 18, 2016.

        (2)      After launch and orbit—raising maneuvers, EchoStar 18 will be located at 67.2°
                 W.L., where IOT will commence for approximately 60 days.

} DISH very shortly will file a modification application to change EchoStar 18‘s assigned orbital location
to 61.35° W.L.


        (3)    After completion of IOT, EchoStar 18 will be moved to its proposed assigned
               orbital location at 61.35° W.L.

       The requested testing will not cause harmful interference to other authorized co—

frequency broadcasting satellite service ("BSS") operations. The nearest co—frequency satellites

are EchoStar 12, EchoStar 15, and EchoStar 16 at the 61.5° W.L. orbital cluster and Nimiq 5 at

72.7° W.L., all of which are being utilized by EchoStar for the provision of BSS/DBS. The IOT

test plan procedures will be such that no interference will be generated into the adjacent

EchoStar services. In the unlikely event of harmful interference, DISH and EchoStar are

prepared to take appropriate measures to eliminate the interference, including immediately

terminating IOT upon receiving notice of such interference.

       Grant of the requested STA renewals will serve the public interest by allowing DISH and

EchoStar to conduct IOT operations required to ensure that the EchoStar 18 satellite is fully

operational and capable of providing service to millions of DISH subscribers.
