Special Temporary Authority (STA)


EchoStar Broadcasting Corporation (EBC)is granted an extension of special temporary
authority, under the following conditions to use its earth station, Call Sign EO20248,
located in Blackhawk, SD, to perform command and range test of emergency TT&C
operations with EchoStar 3 satellite at orbital location 61.8°W.L. using frequencies:
17301.5 MHz (command), and 12201.0 MHz, 12203.0 MHz, and 12699.0 MHz
(telemetry) with the following conditions:

         1. Grant ofthis STA is without prejudice to any determination that the
             Commission may make regarding pending or future EchoStar Broadcasting
             Corporation applications.

             All operations underthis grant of STA shall be on an unprotected and non—
             harmful interference basis. EchoStar Broadcasting Corporation E010242
             shall not cause harmfulinterference to, and shall not claim protection from
             interference caused to it by, any other lawfully operating radio
             communication system.

             Operations ofthis earth station with Echostar 3 at 61.8° W.L. during the
             period when SES—STA—20150925—00645 expired to the grant ofthis license
             was authorized pursuant to Section 1.62 of the Commission‘s rules, 47
             C.F.R. 1.62.

             In the event of any harmful interference as a result of operations under this
             grant of STA, EchoStar Broadcasting Corporation shall cease operations
             immediately upon notification of such interference and shall immediately
             inform the Commission, in writing, of such an event.

             Any action taken or expense incurred as a result of operations pursuant to
             this STA is solely at EchoStar Broadcasting Corporation‘s risk.

     This grant is issued pursuant to Section 0.261 of the Commission‘s rules on
     delegated authority, 47 C.F.R. § 0.261, and is effective upon release.

         REQUEST FOR RENEWAL OF SPECIAL TEMPORARY AUTHORITY
                     (Response to Question 8 of FCC Form)


        Pursuant to Section 25.120(b)(2) of the Commission‘s rules, ‘ EchoStar Satellite

QOperating Corporation and EchoStar Broadcasting Corporation (together with their affiliates,

"EchoStar") hereby request a 180—day renewsal of its special temporary authorizations ("STAs")

to operate: (i) the EchoStar 3 satellite at 61.8° W.L. as an in—orbit spare; and (ii) two

transmit/receive earth stations (Call Signs E010242 and EO20248) to provide only telemetry,

tracking, and control ("TT&C") for EchoStar 3 at 61.8° W.L.. Specifically, EchoStar requests

continued authority to conduct TT&C over the following frequencies: 17301.5 MHz (command);

and 12201.0 MHz, 12203.0 MHz, and 12699.0 MHz (telemetry). The current STAs for the

space station and two earth stations expire on, respectively, June 18 and 20, 2016."

        EchoStar launched the EchoStar 16 satellite in November 2012 to provide additional

service for its customer, DISH Network L.L.C., at the nominal 61.5° W.L. orbital location. In

anticipation of the arrival of EchoStar 16 at 61.5° W.L., and to provide adequate station—keeping

margins for all the satellites in the 61.5° W.L. orbital cluster," EchoStar repositioned EchoStar 3

to 61.8° W.L. in early 2012." Operating at 61.8° W.L. as an in—orbit spare, EchoStar 3 remains

available, if needed, for repositioning within the nominal 61.5° W.L. orbital cluster to provide

service. Accordingly, grant of the requested STA renewal is in the public interest.

        The requested STA renewal is in the public interest for the same reasons that the

Commission granted the existing STAs." Specifically, grant of this application will ensure safe

station—keeping margins for each satellite located at the nominal 61.5° W.L. orbital location.

Further, grant of this application will not cause harmful interference because EchoStar will

conduct TT&C operations with EchoStar 3 at 61.8° W.L. in accordance with the conditions

imposed on the original STA grant.©

authority to conduct TT&C over the following frequencies −           17301.5 MHz   (command),   and
