                              DESCRIPTION OF STA REQUEST


Pursuant to Section 25.120(b)(1) of the Commission’s Rules, NBC Telemundo Licensee LLC
(“NBC Telemundo”) hereby requests special temporary authority (“STA”) to operate a 1.8 meter
Ku-band satellite news gathering (“SNG”) transportable earth station in accordance with NBC
Telemundo’s pending application for license under IBFS File No. SES-LIC-20160316-00226; its
technical information is incorporated by reference.1 The application for license was placed on
public notice on March 23, 2016; but, while the license application remains pending, immediate
needs to operate the earth station have developed.

Specifically, this equipment was planned to replace a satellite newsgathering truck scheduled to
be deployed for use in network Olympics coverage. However, given the accelerated pace of
political coverage resulting from this unprecedented Presidential Primary season and other
increased requirements (an unprecedented 629 separate stories were covered in the last three
months alone, a significant increase over a non-political year), the need to bring this equipment
into service as soon as possible has become increasingly urgent. Granting the requested STA will
permit NBC Telemundo to provide essential up-to-the-minute coverage of election-related and
other news events while it awaits the grant of the facility’s underlying license application. This
STA application seeks authority to operate in accordance with IBFS File No. SES-LIC-
20160316-00226 for a period of 30 days beginning April 8, 2016.

NBC Telemundo expressly agrees to the following conditions:

    1) All operations must comply with the operational parameters listed in the pending license
       application and radiation hazard report submitted under IBFS File No. SES-LIC-
       20160316-00226.
    2) Operation shall not cause harmful interference to, and shall not claim protection from
       interference caused to it by, any other lawfully operating station; and the station shall
       cease transmission(s) immediately upon notice of such interference and notify the FCC in
       writing.
    3) Grant of an STA is without prejudice to any determination that the Commission may
       make regarding the application for permanent authority pending under IBFS File No.
       SES-LIC-20160316-00226.
    4) Any action taken or expenses incurred as a result of operations pursuant to the STA are
       solely at NBC Telemundo’s risk.
    5) Grant of the STA will be issued pursuant to Section 0.261 of the Commission’s Rules on
       delegated authority, 47 C.F.R. § 0.261.
