                     DESCRIPTION OF STA EXTENSION REQUEST

NBC Telemundo Licensee LLC (“NBC Telemundo”) hereby requests extension of its current
special temporary authority (“STA”) to operate its licensed 5.6 m Ku-band earth station in
Washington, D.C., E150015, in accordance with its pending modification application under IBFS
File No. SES-MOD-20151028-00781, the technical information in which is incorporated by
reference.

Specifically, NBC Telemundo seeks extension of the STA, File No. SES-STA-20160226-00179,
granted on March 4, 2016, to operate with the Telstar 12V (S2933) satellite at the 15º W.L.
orbital location and the Telstar 12 (S2462) satellite at the 15º W.L. orbital location using
extended Ku-band transmit spectrum from 13787.0 to 14000.0 MHz and extended Ku-band
receive spectrum from 10950.0 to 11200.0 MHz and from 11450.0 MHz to 11700.0 MHz for
digital video, audio and data transmissions in support of programming and broadcast services.

NBC Telemundo filed its pending modification application in October 2015 seeking permanent
authority to operate as described above; and the application was placed on public notice on
December 16, 2015. No objections or petitions have been filed against the modification
application. Because, however, the proposed uplink spectrum is shared with the Federal
Government, coordination with NTIA is required on behalf of the Federal Government users.
NBC Telemundo’s modification application addresses the coordination issues in its Exhibit D
(Freq. Coordination), and to resolve them the application proposes to limit extended Ku-band
uplink operations to the 13787.0 to 14000.0 MHz band.


This STA extension request seeks authority to continue operating in accordance with IBFS File
No. SES-MOD-20151028-00781 for an additional 30-day period beginning April 4, 2016.
Prompt action is required because satellite operator Telesat is in the midst of replacing Telstar-12
which had conventional Ku-band coverage in North America with Telstar-12 Vantage that only
has extended Ku-band available for use in North America. NBC Telemundo uses Telstar-12
satellites because of their geographical footprint in Europe, the Middle East and North Africa,
which is important for international newsgathering. Conventional Ku-band transponders with
comparable coverage and accessible from the U.S. are not easily available.

NBC Telemundo has received no complaints of interference during the period of STA
operations. Grant of the requested extension will serve the public interest, convenience and
necessity because it will assure continuity of service to NBC broadcast affiliates nationwide,
service that otherwise may be disrupted.

NBC Telemundo expressly agrees to the following conditions:

   1) All operations authorized by the STA shall be on an unprotected, non-interference basis.


2) In the event of any harmful interference, operations on extended Ku-band frequencies at
   issue will cease immediately.
3) All operations will be within the parameters of the frequency coordination report and
   radiation hazard report submitted under IBFS File No. SES-MOD-20151028-00781.
4) Grant of an STA is without prejudice to any determination that the Commission may
   make regarding the application for permanent authority pending under IBFS File No.
   SES-MOD-20151028-00781.
5) Any action taken or expenses incurred as a result of operations pursuant to the STA are
   solely at NBC Telemundo’s risk.
