Special Temporary Authority (STA)


Spire Global Inc. (Spire Global) is granted STA for 60 days to operate its earth station in Boca
Raton, FL, with nine LEMUR 2 Phase 1 non—geostationary orbit (NGSO) satellites in: 1) 402—
403 MHz (Earth—to—space) frequency band to transmit command signals; and 2) 402—403 MHz
(space—to—Earth) frequency band to receive telemetry and tracking signals and as a backup data
downlink channel on the following conditions:

1.     The STOP BUZZER POC information, for launch operations shall be provided to NTIA
(bmitchell@ntia.doc.gov) and DOC/NOAA (alfredo.mistichelli@noaa.gov). This phone shall be
manned 24/7.

2.       Spire shall be aware that future non—federal licenses/STA‘s for additional earth stations or
satellites will be considered on a case—by—case basis, especially for requests in the band 402—403
MHz, and Spire shall have no expectations that future licenses will be approved. For future
missions, transition of TT&C links out of the 402—403 MHz band is recommended.

3.     Operations will be limited to the coordinated power and emissions.

4.      In the event of any harmfulinterference as a result of operations under this grant of STA,
Spire Global shall cease operations immediately upon notification ofsuch interference and shall
immediately inform the Commission, in writing, of such an event.

3.     All operations shall be on an unprotected, non—interference basis to both government and
non—government operations.

6.      Any action taken or expense incurred as a result of operations pursuant to this STA is
solely at Spire Global‘s own risk.

7.     Spire Global‘s point of contact for the STA operation is telephone number 1(415) 356—
3400 extension 307, San Francisco, California and must be available while the frequencies are in
use.

8.    Grant of this authorization is without prejudice to any determination that the Commission
may make regarding any pending or future Spire Global applications.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. §0.261, and is effective immediately.

                          Request for Special Temporary Authority

       Spire Global, Inc. ("Spire") hereby requests special temporary authority ("STA") for 60

days,‘ beginning April 8, 2016, to commence operations of the earth stations identified in

Attachment 1 to this exhibit, consistent with the technical parameters specified in the associated,

pending applications for regular authority." The applications for regular or permanent authority

to operate the earth stations cannot be processed and granted prior to the deployment of the nine

LEMUR satellites that are aboard the Atlas V (Cygnus) vehicle that was launched on March 22,

2016.° Accordingly, an STA is necessary for Spire to communicate with those satellites,

including for in—orbit testing and transmission oftelemetry, tracking, and command signals. The

Commission has previously found that the grant of earth station STAs to communicate with

satellites, pending the processing of permanent applications, serves the public interest,

convenience, and necessity by allowing for the deployment of new and additional satellite

services in a timely manner.* For these same reasons, the FCC should grant this STA allowing

Spire to bring into service the nine LEMUR satellites in a timely manner.*
