ISAT US, Inc. Request for Special Temporary Authority IB File Nos. SES-MOD-20160302-00191 Call Sign E140114 Request for Special Temporary Authority for Use Prior to Grant ISAT US, Inc. (“ISAT US”) hereby requests special temporary authority (“STA”) to allow the operation of up to 20 units each of two aeronautical earth station terminal types at fixed and/or temporary fixed locations operating in the 19.7-20.2 GHz and 29.5-30.0 GHz portions of the Ka band. ISAT US is currently authorized to operate two distinct aeronautical earth station terminal types (“Aero Terminals”) under a Ka band blanket license, Call Sign E140114, which includes the Inmarsat-5 F2 satellite at the 55º W orbital location and the Inmarsat-5 F3 satellite at the 179.6º E.L. orbital location (“Aero License”). Operations under this STA will be consistent with the parameters authorized under the Aero License and a pending request for modification of the Aero License seeking authority to operate the Aero Terminals at fixed and/or temporary fixed basis on a non-protected, non-interference basis. See IB File No. SES-MOD-20160302-00191 (filed Mar. 2, 2016) (“Modification Application”). Because this request for STA seeks authority to operate Aero Terminals consistent with the pending modification application, ISAT US seeks STA for 60 days beginning on March 24, 2016. ISAT US currently is operating Aero Terminals at fixed and/or temporary fixed locations pursuant to STA that expires on March 24, 2016. See IB File No. SES-STA-20160211-00133. However, since that STA was granted, ISAT US filed for permanent authority through the Modification Application. Grant of the requested STA will serve the public interest, convenience and necessity because it will enable ISAT US to conduct testing and demonstrations of the Aero Terminals, including for training and demonstrations for customers and potential customers, to facilitate continued deployment of the Global Xpress satellite broadband service. Because the STA operations will be consistent with the parameters authorized by the Aero License, but at fixed and/or temporary fixed locations, grant of this request will not create a risk of harmful interference. The STA operations will be limited in number and location and will be closely monitored by the Inmarsat Network Operations Center (“NOC”) and various engineering teams associated with the GX network testing and demonstration campaign to ensure compliance with all conditions of the Aero License. The equipment will be in professionally installed locations, and radiation exposure prevention measures will be tailored to the specific location to ensure compliance with the Commission’s radiation exposure limits. Therefore, ISAT US respectfully requests that the Commission grant this STA for a period of 60 days beginning on March 24, 2016.
