Special Temporary Authority (STA)

ISAT US, INC. is granted special temporary authority extension for a period of 30 days,
beginning March 8. 2016, to operate the following maritime earth stations while at fixed
and/or temporary fixed locations on land within CONUS:

(1) Cobham—SeaTel model 4012GX;
(2) Cobham—SeaTel model GX60;
(3) INTELLIAN model GX100; and
(4) INTELLIAN model GX60 to communicate with the INMARSAT 5F2 satellite at the
55.0° W.L. orbitallocation.

Operations are authorized for the 29.5—30.0 GHz (Earth—to—space) and 19.7—20.2 GHz
(space—to—Earth) frequency bands. Same grant conditions in SES—STA—20160121—00077
apply.



This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately. Petitions for reconsideration
under Section 1.106 or applications for review under Sections 1.115 of the Commission‘s
rules, 47 C.F.R. §§ 1.106, 1.115, may be made within thirty days ofthe date of the public
notice indicating that this action was taken.

                                        Request for STA

      ISAT US Inc. ("ISAT US") hereby requests an extension of special temporary authority
("STA") to allow operation of the maritime earth station terminals authorized to operate within
the Global Xpress network under call sign E140029 (the "GX Terminals") while at fixed and/or
temporary fixed locations within the continental United States ("CONUS"). Continued
operations would facilitate testing of the terminals on the Inmarsat Global Xpress Ka band
network using the Inmarsat 5 F2 ("I5 F2") satellite located at 55° W.L. Testing using the GX
Terminals will entail the same technical parameters for which they were previously authorized
under IB File No. SES—STA—20151020—00750 ("CONUS STA"). Initial testing has been
successful, but STA for operations at fixed locations using these terminals will continue to be
needed for additional testing as part of training and demonstrations to potential customers. ISAT
US seeks STA for period of 30 from March 7, 2016.

       Grant of the requested STA will serve the public interest, convenience and necessity
because it will help ensure that the GX network and the terminals operated under this STA
perform according to their design specifications and enable training and demonstration of the
terminals to customers, which will facilitate continued deployment of broadband service. As
detailed in various GX applications and STA requests over the last several years, facilitating the
availability of broadband access will help satisfy the rapidly growing enterprise, government and
consumer demand for ubiquitous Internet connectivity on land, at sea, and in the air. The
Commission previously has granted STA under similar circumstances.

       Therefore, ISAT US respectfully requests that the Commission grant its STA extension
request.
