Washington, D.C. 20554 Re: Request for Extension of Special Temporary Authority Riverside, California Earth Station E040125 Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests an additional 30 days, beginning February 26, 2016, of the Special Temporary Authority (“STA”)1 previously granted Intelsat to use its Riverside, California C-band earth station—call sign E040125—to provide launch and early orbit phase (“LEOP”) services for Intelsat 29e; telemetry, tracking, and command (“TT&C”) during in-orbit testing (“IOT”) at 49.7° W.L; and TT&C during the drift2 to and on-station of Intelsat 29e at its final location of 50.0° W.L.3 Intelsat 29e was launched on January 27, 2016. The LEOP mission is complete; IOT and drift are expected to last approximately 45 days and 5 days, respectively. The Intelsat 29e operations will continue to be performed using the following frequencies: 3701.25 MHz, 3701.75 MHz, 3702.25 MHz, and 3702.75 MHz in the downlink (LHCP, V); and 5850.5 MHz, 5853.0 MHz, 6422.0 MHz, and 6424.5 MHz in the uplink (LHCP, V). The proposed operations will be coordinated with all operators of satellites that use the same frequency bands and are in the drift path, or are potentially affected by these operations at the IOT location.4 All operators of potentially affected satellites will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. In further support of this extension request, Intelsat incorporates by reference Exhibit A, submitted with its original STA request, which contains technical information that demonstrates that the operation of the earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility. Intelsat also notes that for purposes of this STA, Intelsat 29e is seeking to operate in the frequencies listed in the request at power levels not to exceed 32.0 dBW. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA extension request will allow Intelsat to safely complete the testing and drift of the Intelsat 29e satellite. This, in turn, will help ensure continuity of service at the 50.0° W.L. orbital location and thereby promotes the public interest.
