                E4132, to Perform Tracking, Telemetry, and Control for Intelsat 805 Satellite
                EXPEDITED TREATMENT REQUESTED

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”)1 for
60 days, commencing March 1, 2016, to utilize its Fillmore, California C-band antenna, E4132, to
conduct Tracking, Telemetry, and Control (“TT&C”) for the Intelsat 805 satellite (Call Sign S2404) at
169.0° E.L.2 Intelsat 805 is expected to arrive on station on March 1, 2016.

The Intelsat 805 TT&C operations will be performed using the following frequencies: 3947.5 MHz,
3948.0 MHz, 3952.0 MHz, 3952.5 MHz, 6173.7 MHz, and 6176.3 MHz. Intelsat has filed an
application to permanently modify the E4132 license to allow for TT&C operations at 169.0° E.L.3
Intelsat will perform TT&C operations proposed herein in accordance with its coordination agreements
for 169.0° E.L. and on a non-interference/non-protected basis.

In support of this request, Intelsat incorporates by reference its pending application for authority to use
this antenna to transmit in these frequencies on a permanent basis.4 The application contains detailed
technical information (Exhibit A) that demonstrates that the operation of the earth station will be
compatible with its electromagnetic environment and will not cause harmful interference into any
lawfully operating terrestrial facility. In the extremely unlikely event that harmful interference should
occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate
the interference.

Grant of this STA request will allow Intelsat to provide TT&C services to the Intelsat 805 satellite at its
new location. This, in turn, will help ensure the satellite‘s safe station—keeping at 169.0° E.L. orbital
location and thereby promotes the public interest.
