                     REQUEST FOR SPECIAL TEMPORARY AUTHORITY


          Pursuant to Section 25.120(b)(3) of the Commission’s rules,1 DISH Operating L.L.C. and

EchoStar Broadcasting Corporation (together with their affiliates, “DISH”) request special

temporary authority (“STA”) for 60 days to (i) conduct in-orbit testing (“IOT”) of the EchoStar

18 satellite (Call Sign S2931) at the 137.75º W.L. orbital location using the satellite’s assigned

DBS frequencies; and (ii) operate an earth station in Gilbert, Arizona (Call Sign E070014) for in-

orbit testing and telemetry, tracking, and command operations while the satellite is at 137.75º

W.L. DISH further requests that the STA commence upon EchoStar 18’s arrival at 137.75º W.L.

in order to accommodate the timing uncertainties ordinarily associated with launching and

positioning a satellite in a specific orbit.

          DISH seeks to conduct IOT prior to moving the satellite to its assigned nominal orbital

location at 110° W.L.2 Specifically, DISH anticipates the following schedule:

          (1)      EchoStar 18 is scheduled for launch in May 2016.

          (2)      After launch and orbit-raising maneuvers, EchoStar 18 will be located at 137.75º
                   W.L., and IOT will commence for approximately 60 days.

          (3)      After completion of IOT, EchoStar 18 will be moved to its assigned nominal
                   orbital location at 110° W.L.

          The requested testing will not cause harmful interference to other authorized co-

frequency DBS operations because the nearest satellite is 8.75° away, 3 which provides adequate

isolation and protection to their services. In the unlikely event of harmful interference, DISH is

prepared to take appropriate measures to eliminate the interference, including immediately

terminating IOT upon receiving notice of such interference.

       Grant of the requested STA will serve the public interest by allowing DISH to conduct

IOT operations required to ensure that the EchoStar 18 satellite is fully operational and capable

of providing service to millions of DISH subscribers from its assigned orbital location.
