Intelsat License LLC is granteda STA extension from SES—STA—20151103—00811, for
30 days, beginning December 9, 2015 to January 8, 2016, to operate its Ku—band earth
station, Call Sign E030096, in Castle Rock, Colorado, to provide telemetry, tracking, and
control (TT&C) services to the Intelsat 16 satellite ($2750) during its drift from 76.2°
W.L. to 58.1° W.L. under the following conditions.

1. Intelsat will perform the operations in the uplink frequencies (Earth—to—space):
13997.50 MHz and 14499.50 MHz and the downlink frequencies (space—to—
Earth): 12198.25 MHz and 12198.75 MHz within coordinated emission and power limits.
The maximum EIRP shall not exceed 85 dBW per NTIA manual US 356.

2. All operators of satellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information for the Intelsat 16 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

3. Operations, shall not cause harmful interference to, and shall not claim protection
from, interference caused to it by any other lawfully operating station and it shall cease
transmission(s) immediately upon notice of such interference.

4. In the event of any harmful interference under this grant of STA, Intelsat License LLC
EQO30096 must cease operations immediately upon notification of such interference, and
must inform the Commission, in writing, immediately of such an event.

5. Grant of this authorization is without prejudice to any determination that the
Commission may make regarding pending or future Intelsat License LLC applications.

6. Any action taken or expense incurred as a result of operations pursuant to this STA is
solely ‘at Intelsat License LLC‘s risk.

7. Operations in the 13.75—14.0 GHz band may only exceed 85 dBw/carrier if an
emergency situation exists and the applicant must notify FCCOperationCenter@fcee.gov
of the situation with a copy to paul.blais@fee.gov.

8. Operations during the period December 6, 2015 to the date of this grant were
authorized pursuant to Section 1.62 of the Commission‘s rules 47 C.F. R. § 1.62.

9. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

Intelsat License LLC herein requests an additional 30 days,           through January 4,   2016,   of Special
Temporary of Special Temporary Authority previously granted Intelsat to use its Castle Rock,
Colorado Ku—band earth station,      call   sign E03009%6,   to provide telemetry,   tracking,   and command
services for Intelsat 16   ($2750)    during its drift from 76.2 W.L.      to 58.1 W.L.    Due to an
unexpected delay,   Intelsat 16 is expected to begin drifting shortly.         The drift is expected to take
ten weeks.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30 days—through January 4, 2016—of
Special Temporary of Special Temporary Authority ("STA")‘ previously granted Intelsat to use its
Castle Rock, Colorado Ku—band earth station—call sign EO30096—to provide telemetry, tracking, and
command ("TT&C") services for Intelsat 16 ($2750)° during its drift from 76.2° W.L. to 58.1° w.L}
Due to an unexpected delay, Intelsat 16 is expected to begin drifting shortly. The drift is expected to take
ten weeks.

TT&C operations will be performed in the following frequencies: 12198.25 MHz, 12198.75 MHz,
 13997.5 MHz, and 14499.5 MHz. The drift operations will be coordinated with all operators of
satellites that use the same frequency bands and are in the drift path." All operators of satellites in that
path will be provided with an emergency phone number where the licensee can be reached in the event
that harmful interference occurs.

In further support of this request, Intelsat incorporates by reference Exhibit A submitted withits original
request, which contains technical information that demonstrates that the operation of the earth station
will be compatible with its electromagnetic environment and will not cause harmful interference into
any lawfully operating terrestrial facility, or into Federal systems operating in the 13.75 —14.00 GHz
band. In the extremely unlikely event that harmful interference should occurdue to transmissions to or
from its earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA extension request will allow Intelsat to drift the Intelsat 16 satellite to its new
location. This, in turn, will help satisfy customer demand at 58.1° W.L. orbital location andthereby
promotes the public interest.
