                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

                           EXPEDITED TREATMENT REQUESTED


       Telesat Network Services, Inc. (“Telesat”), pursuant to Section 25.120 of the
Commission’s rules, hereby requests Special Temporary Authority (“STA”) to operate a
fixed 9.0-m antenna (Call Sign E030029) at its Mt. Jackson, VA teleport in the manner
described herein. 1

       Telesat has urgent need to begin operation of the antenna in the extended Ku-
band frequencies that are the subject of pending applications before the FCC. 2 Telesat
respectfully requests that its STA begin by December 14, 2015, for a period of 60 days.

       The T12V satellite was successfully launched on November 24, 2015. The
Commission has authorized Skynet Satellite Corporation, a Telesat affiliate, to operate
the Telstar 12V satellite at 15°W.L. 3

        The Mt. Jackson 9.0-m antenna will utilize the extended Ku-band portion to
transmit to three wide-area satellite beams, covering Pan-America, Africa, and Europe.
The traffic being sent includes video and data. Some existing customers are
transitioning their services from the conventional Ku-band on Telstar 12, which is being
retired, to the extended Ku-band on Telstar 12V and these customers require the use of
the 9.0 m antenna. These transitions, as well as the commencement of new services, are
scheduled to begin in the second half of December.

       The subject antenna will be located within a secured perimeter at the Mt. Jackson
teleport to which only authorized employees would have access. Telesat is
incorporating by reference the radiation hazard report that it submitted with its
underlying request. In addition, Telesat is incorporating by reference the 13.75-14.0
GHz Frequency Coordination Report and a letter of concurrence issued by the National
Radio Astronomy Observatory to demonstrate that coordination has been successfully
completed with terrestrial operators.

       Grant of this application will serve the public interest, convenience, and necessity
by allowing Telesat to provide critical support to its newly launched satellite.

Accordingly, and for good cause shown, Telesat respectfully requests that its STA be
granted in time for it to commence operations under this 60-day STA on December 14,
2015.
